One of the key tasks currently is to streamline local government organization towards greater efficiency and effectiveness. This requires Party committees at all levels to proactively arrange, assign, and utilize cadres, civil servants, and public employees, ensuring that the operation of the apparatus is not disrupted, while retaining talented individuals who are dedicated to the cause of local development.

In Thien Ke commune (Son Duong district), the local authorities have always prioritized innovation and improving the quality and effectiveness of cadre work. Evidence of this is the fact that the commune Party Committee has boldly assigned new tasks requiring creativity and decisiveness to young cadres. From 2021 to the present, the commune Party Committee has assigned over 40 breakthrough tasks to 16 cadres, including members of the commune Party Committee, chairpersons of the Fatherland Front, and heads of political and social organizations.

Implementing breakthrough tasks has created conditions for officials to dare to think, dare to act, dare to innovate, and dare to take responsibility. The commune Party Committee pays special attention to personnel planning, ensuring the succession and development of the leadership team. To date, 100% of commune officials have university degrees and political theory qualifications.

The province has always paid close attention to the training of its officials.

Especially in the current preparation phase for the commune merger, the Party Committee and the commune government have proactively gathered information and thoroughly explained to all cadres, Party members, and people the goals and significance of the merger.”

At the same time, we also conducted a review of the staff, assessing their ability to meet job requirements after the merger, focusing on young, capable, and dedicated officials. Simultaneously, the commune also prioritized the effective implementation of policies and regulations for officials who might be affected by the merger, ensuring their legitimate rights are protected.”

Regarding personnel preparation for Party congresses at all levels and the 14th National Party Congress, General Secretary To Lam emphasized: "The highest standard should be based on job requirements, followed by other criteria."

This spirit is being thoroughly implemented by Party committees and organizations at all levels in Tuyen Quang province. The work of reviewing, evaluating, and planning for cadres is carried out rigorously, objectively, and transparently. Standards regarding political qualities, ethics, lifestyle, professional qualifications, and practical experience are comprehensively considered. In particular, the element of "being close to the people, serving the people in the spirit of 'prioritizing and practicing the people as the foundation,' and truly being an 'extended arm' of the Party reaching every household and every citizen" is especially emphasized.

In Xuan Van commune (Yen Son district), this criterion is concretized by evaluating officials through the trust of the people, through the results of resolving people's opinions and suggestions, and through the effectiveness of performing assigned tasks. Officials who regularly stay close to the grassroots, listen to and promptly resolve pressing issues of the people are always highly appreciated and have opportunities for development.

“The Party Committee of Xuan Van commune has proactively reviewed and assessed the capabilities and qualifications of its cadres and civil servants. At the same time, the commune has prepared plans for personnel arrangement and placement to suit the new situation, ensuring that there is no major disruption to the lives and work of cadres and the people. The consistent viewpoint of the commune's Party Committee is to prioritize cadres with high capabilities, responsibility, and prestige among the people to assume key positions in the new administrative apparatus,” shared Comrade Le Hong Viet, Secretary of the Party Committee of Xuan Van commune.

According to the leaders of the Provincial Party Committee's Organization Department, in order for the administrative unit restructuring and merger to proceed smoothly and effectively, the province is actively preparing a complete legal framework and issuing specific and detailed guiding documents. Functional departments and agencies are also strengthening propaganda and mobilization efforts to create consensus among the people.

The province is paying special attention to proactively managing tasks related to the arrangement, placement, and utilization of cadres, civil servants, and public employees, ensuring the retention of talented individuals, and effectively implementing policies and regulations for those affected. Policies supporting training, professional development, job transfers, and remuneration are being thoroughly researched and developed, ensuring humaneness and stability within the workforce.

With comprehensive policies and solutions and the strong determination of the entire political system, Tuyen Quang province is gradually realizing the goal of building a team of cadres who are both politically sound and professionally competent, meeting the requirements of the tasks in the new situation, making an important contribution to the success of the Party Congresses at all levels and the 14th National Congress of the Party, and soon making Tuyen Quang a relatively developed province in the northern mountainous region.
