Building a peaceful and friendly border between Vietnam and Cambodia for the territorial integrity of each country

With the desire to build a peaceful border, long-term friendship between the two countries on the basis of respecting the independence, sovereignty, and territorial integrity of each country, in accordance with the special relationship between Vietnam and Cambodia to strengthen security protection of the border areas of the two countries. The national border between the two countries must be respected.

Landmark 314 is the last numbered landmark on the Vietnam - Cambodia land border.

The boundary markers must be protected. It is forbidden to move or damage the boundary markers. The two Parties agree to establish in each Party an area called the border area, including communes or equivalent administrative units with a boundary coinciding with the national border between Vietnam and Cambodia, in order to facilitate the border crossing of people residing on both sides of the border, meet their legitimate daily needs, and ensure security for each border area and each country. The two Parties will notify each other of the list of the above communes or equivalent administrative units, clearly stating which districts and provinces they belong to. Bad elements that pose a threat to the maintenance of political security, social order and economy in the border area shall not reside in the border area. People residing in the border area of this side are allowed to cross the border area of the other side to buy and sell, exchange goods necessary for daily life and production needs, visit people, watch movies, watch art performances, etc.

The list and quantity of goods that people in the border area of this Side are allowed to bring to the border area of the other Side are as agreed upon, these goods are exempt from permits and taxes. People in the border area of this Side are not allowed to go to the border area of the other Side to reside, build houses, cultivate, collect forest products, hunt, raise cattle, poultry, etc., fish, catch shrimp, except in cases where permission is granted by the authorities of the two Sides from the district level or higher. In case of going to the border area of the other Side to reside or build houses contrary to this regulation after this Agreement comes into effect, the concerned person must dismantle the house and return to his/her country within six months. In case of production in the border area of the other Side when this Agreement comes into effect and is not allowed to continue, if it is a crop or perennial plant that has not been harvested yet, the concerned person is allowed to continue crossing the border to take care of it until the harvest is completed and is only allowed to work and harvest the entire crop. For honest people of this Side who have been residing in the border areas of the other Side for a long time, before the effective date of this Agreement, and who respect the laws and customs of the host country, the local authorities will create conditions for them to continue to stay and make a living. In places where the border line runs through rivers, streams, canals, and ditches, people in the border areas of both Sides are allowed to use the water of those rivers, streams, canals, and ditches for daily activities, to catch fish, shrimp, etc., and boats are allowed to travel normally, but are not allowed to go ashore on the other Side, except in cases of accidents, in which case both Sides will help the victims. In areas where rivers, streams, canals and ditches belong to one Party due to the border running towards one bank, people in the border areas of the other Party are still allowed to use the water of those rivers, streams, canals and ditches for daily activities, boats are allowed to travel normally but are not allowed to catch fish or shrimp on those rivers, streams, canals and ditches except in cases where permission is granted by the authorities of the two Parties from the district level upwards and they must respect the sovereignty and laws of the countries with sovereignty over those rivers, streams, canals and ditches. People in the border areas of the two Parties are allowed to build small irrigation works on border rivers, streams, canals and ditches. Before doing so, the district-level authorities of the Party intending to build such works must discuss and obtain agreement from the district-level authorities of the other Party to ensure the interests of both Parties and must not change the direction of the flow. The construction of medium and large irrigation works on border rivers, streams, canals and ditches must be discussed by the provincial authorities of the two Parties and reported to the Governments of the two Parties for decision. The two Parties shall take measures to protect forests and crops on both sides of the border. When one Party is affected by pests that damage crops or trees or by forest fires, that Party shall promptly eradicate the pests and extinguish the fires, and shall immediately notify the authorities of the other Party to take timely preventive measures. If requested, the other Party shall actively and promptly assist with all its capabilities. When there is an epidemic of human or livestock diseases on one Party, that Party shall promptly take preventive measures, and shall immediately notify the local authorities of the other Party. If requested, the other Party shall actively and promptly assist with all its capabilities. During the period of an epidemic of human or livestock diseases in a border area, the movement of people in the neighboring border areas of the two Parties shall be temporarily suspended, and the purchase and sale and movement of livestock in that border area as well as in neighboring areas shall be suspended. The above suspension shall be decided by the provincial authorities. When someone is sick or has an accident and needs emergency care, people in the border area of this side can directly contact the nearest medical facility of the other side to request help, and at the same time notify the authorities of their side to contact the authorities of the other side to complete the necessary procedures.
