Kinhtedothi-Vice Chairman of the City People's Committee Nguyen Manh Quyen has just approved the Project "Building a model for applying biological products in treating organic household waste and agricultural by-products as fertilizer for crops and treating environmental pollution in livestock farming households, period 2024-2028".
The project is deployed in 18 districts and towns in the city for farmer households, aiming to promote the role and responsibility of the City Farmers' Association in propaganda and mobilization of farmer members to participate in protecting the rural environment in building new rural areas in Hanoi ; contributing to promoting the good implementation of the campaign "For a clean environment, for community health, Hanoi farmers only produce, process, use and sell safe agricultural products to the market".
By 2028, 100% of commune-level Farmers' Associations will strive to build at least one model of farmers participating in rural environmental protection; of which 50% of communes will build a model of applying biological products to treat organic waste, agricultural by-products as fertilizer for crops and treat livestock environmental pollution. In the period of 2025-2028, 170 training courses will be organized to propagate and guide 25,500 farmer members on the use of biological products to treat organic waste and agricultural by-products as fertilizer for crops and treat livestock environmental pollution. 80% of farmer member households producing, trading, processing and consuming agricultural products will sign a commitment to collect, classify and treat organic waste, agricultural by-products as fertilizer for crops and treat livestock environmental pollution to ensure environmental hygiene and food safety.
Accordingly, the City organizes propaganda, education , and dissemination of laws on environmental protection; launches a response to "Tet tree planting to forever remember Uncle Ho"; organizes the assignment of emulation targets and guides all levels of the Association to register to build models of farmers participating in protecting the rural environment.
Continue to promote the implementation of the campaign "For a clean environment, for public health, Hanoi farmers only produce, process, use and sell safe agricultural products to the market".
Training to raise awareness and provide technical guidance on treating organic waste, agricultural by-products as fertilizer for crops and treating environmental pollution in livestock farming for farmer members.
Organize the construction of a model for farmers to participate in collecting, classifying and processing organic waste in daily life, agricultural by-products as fertilizer for crops and treating environmental pollution in livestock farming with biological products.
Organize propaganda and replicate models of farmers applying biological products to treat organic waste in daily life, agricultural by-products as fertilizer for crops and to treat environmental pollution in livestock farming.
Organize seminars and conferences to exchange experiences in model building; annually organize conferences to evaluate results; report on preliminary and final results of the Project implementation in the period 2025-2028.
The City Farmers' Association shall preside over and coordinate with relevant departments, branches and People's Committees of districts and towns to organize the implementation of the Project to ensure savings and efficiency, to avoid loss of state budget, and to avoid duplication with the contents and tasks of relevant departments and branches; in accordance with the provisions of law. Direct and guide the Farmers' Associations of districts and towns to develop plans to implement the Project's activities within their authority.
The Department of Agriculture and Rural Development organizes training courses and builds models on agricultural by-product treatment and environmental pollution treatment in livestock farming; provides relevant information and documents to serve the propaganda and training work of the City Farmers' Association.
The People's Committees of districts and towns, based on the contents of the Project and the actual conditions of the locality, proactively arrange district-level budget sources and other legally mobilized capital sources to support the implementation of the Project in the locality according to the assignment and management decentralization. Direct departments, offices, and functional units to coordinate with the Farmers' Association at the same level to organize the implementation of the contents, activities, and model building of the Project in the locality to ensure practical effectiveness in accordance with the provisions of law.
