At the headquarters of Ruong Sa 2 hamlet, Vinh Phong commune, Mr. Nguyen Van Thong - Secretary of the hamlet's Party branch - sat and chatted with an elderly person about verifying loan application documents. The resident was confused because they were missing a few documents and didn't know how to supplement them. He patiently explained each step, occasionally pausing to ask if the person understood. "At the grassroots level, every task is directly linked to the interests and concerns of the people, so it cannot be done carelessly or superficially. I always remind Party members in the branch and other organizations to maintain a proper attitude when interacting with the people, listen carefully, and resolve issues clearly, avoiding making people have to come back multiple times," Mr. Thong confided.

Ms. Nguyen Thi Ca Na, residing in Ruong Sa 2 hamlet, shared: “Mr. Thong is close to the people. Any problems that arise are addressed promptly and appropriately, creating consensus among the people.”

At the Binh Son Commune Public Administrative Service Center, the work rhythm is steady right from the start of the day. At the reception counters, each officer is responsible for a specific task, but they all coordinate smoothly: some check documents, others guide applicants on supplementary paperwork, and still others receive and process inquiries according to procedures. Although busy, the work atmosphere remains orderly and clear, and citizens' questions are answered on the spot.

Mr. Nguyen Duy Thanh, Deputy Director of the Public Administrative Service Center of Binh Son Commune, stated: “Each step is clearly assigned, and officials must proactively coordinate with each other to resolve issues from the outset. In addition, maintaining a proper attitude, listening attentively, and providing clear explanations to the people are also consistent requirements to ensure uniformity in service delivery.”

Ms. Truong Thi Nhu Ngoc, Vice Chairman of the People's Committee of An Minh Commune, stated: "For local authorities, public service ethics are directly measured by the attitude of service and the effectiveness of daily work. We set goals and resolutely direct efforts to accelerate progress and strive to resolve applications ahead of schedule for the people; we are determined to eliminate inconvenience and harassment." In addition, the People's Committee of An Minh Commune regularly participates in programs and activities at the grassroots level to be closer to, visit, and listen to the lives and aspirations of the people.

It can be seen that public service ethics do not come from grand gestures, but are judged by the level of public satisfaction and the consistency of work practices across the entire political system.
