According to the People's Committee of Tan Duc commune, the National Criteria for New Rural Communes and Advanced New Rural Communes for the period 2021 - 2025 has many higher indicators than the period 2016 - 2020. Therefore, the implementation process in the commune still faces many difficulties, especially with sub-criterion 13.1 of criterion number 13 - production organization and rural economic development.
It is known that the approval condition for a commune that meets criterion 13.1 is when there is at least 1 cooperative operating for 3 consecutive years before the year of recognition, meeting the requirements: Organizing and operating according to the provisions of the Law on Cooperatives 2023. At the same time, there is at least 1 essential basic service according to the characteristics of each region serving cooperative members, being rated as good or higher, having a large enough membership scale (at least 15 members). In addition, there is also the signing and implementation of sales contracts reaching at least 30% of the total output of the cooperative's main products and services in the 3 consecutive years before the year of recognition...
As of October 2024, Tan Duc commune focused on implementing and making efforts to complete most of the requirements and conditions for indicator 13.1 according to general regulations. That is, in the commune, Suoi Gieng Mango Cooperative (formerly Taiwan Mango Cooperative Group) was established, organized and operated according to the provisions of the Law on Cooperatives 2023. Exactly one year ago (October 2023), Binh Thuan Cooperative Union issued a Decision on admitting Suoi Gieng Mango Cooperative in Tan Duc commune, Ham Tan district as an official member of the Provincial Cooperative Union.
Regarding the number of members, in the past time, Suoi Gieng Mango Cooperative received 10 applications to join the cooperative in 2023 and 6 applications to join the cooperative in 2024, so there are currently a total of 16 members. Regarding the requirement of having at least 1 essential basic service according to the characteristics of each region to serve members, this year, Suoi Gieng Mango Cooperative has provided the service of providing seedlings but without charging interest... Regarding the assessment and classification of cooperatives according to regulations (in Circular 01 of the Ministry of Planning and Investment ), Tan Duc Commune People's Committee said that because there was no classification, there was no assessment. However, based on the documents provided by the unit and through monitoring, the locality believes that the previous cooperative group operated effectively in 2021 - 2022, while the Suoi Gieng Mango Cooperative also operated effectively, in accordance with the law and had a cooperation contract to consume the locality's key products in 2023.
Specifically, in the signing and implementation of the purchase and sale contract, the unit promoted the Contract for production and product consumption linkage between the Taiwanese Mango Cooperative and Hieu Hang Warehouse (Xuan Loc district, Dong Nai province), the implementation period is from December 2021 to December 2025. Accordingly, in the 3 years from 2021 to 2023, the former Taiwanese Mango Cooperative and the current Suoi Gieng Mango Cooperative have achieved a delivery output of 300 tons/year, reaching an average rate of nearly 93% of the total product yield each year...
Through comparison according to regulations, Tan Duc Commune People's Committee assessed that up to now, the locality has met sub-criterion 13.1 of criterion No. 13 - Organization of production and development of rural economy in the National Criteria for advanced new rural communes in the period 2021 - 2025. Therefore, recently, Tan Duc Commune People's Committee also requested Ham Tan District People's Committee, the District Department of Agriculture and Rural Development to consider and verify to submit to the province for appraisal and recognition.
In Tan Duc commune, Taiwanese mango is identified as the main product because it is suitable for local climate conditions. In fact, this product has gradually brought economic efficiency to growers because it ensures quality, competitive prices and has a relatively stable output. In particular, the signing of the contract between the Taiwanese Mango Cooperative (now Suoi Gieng Mango Cooperative) and Hieu Hang Warehouse is still being carried out, and so far there has been no breach of contract...
