Establish regulations for managing the Trade Union Charity Fund.

The Hai Phong City Trade Union Charity Fund carries out support and sponsorship activities in accordance with the law.

Leaders of the Hai Phong City Federation of Labor Unions presented subsidies to union members and workers during the 2026 Workers' Month.

The Management Board of the Hai Phong City Trade Union Charity Fund has developed regulations for the management and use of assets, finances, expenditure limits, and support of the Hai Phong City Trade Union Charity Fund.

The fund's main activity is to support the welfare of trade union officials, members, and workers employed in agencies, units, and enterprises with grassroots trade unions affiliated with the Hai Phong City Federation of Labor, who do not receive 100% of their salary from the state budget, are in difficult circumstances; have suffered work accidents or other accidents; have been affected by natural disasters, fires, or epidemics; are suffering from serious illnesses; do not have housing or are living in temporary, dilapidated, or severely damaged housing; and to provide support during holidays, Tet (Lunar New Year), Workers' Month, the founding day of the Vietnam Trade Union, and other necessary cases (prioritizing direct production workers with many years of service).

The fund also provides support to union members and workers whose relatives (spouse, biological children, or legally adopted children) suffer from serious illnesses, accidents resulting in 50% or more disability, or death due to illness, accidents, natural disasters, or fires.

Support will be provided to union officials and union members in other provinces and cities facing difficult circumstances, as requested by the local Labor Federation, in emergency situations caused by natural disasters, fires, epidemics, or other force majeure events affecting many union members and workers; this support will be provided for the necessary period and will cease when the consequences are largely mitigated.

The fund also supports beneficiaries from families entitled to preferential policies, impoverished households, and other social and charitable activities as decided by the fund's management board.

Providing funding and infrastructure support; supporting programs and projects serving disadvantaged workers in Hai Phong city.

Participate in supporting and encouraging the development of certain sectors as prescribed by law, contributing to the implementation of social welfare policies and community development.

The Hai Phong City Trade Union Charity Fund was granted a license for establishment and its charter was recognized by the Hai Phong City People's Committee on March 12, 2026.

The fund has account number 121000169846 at Vietnam Commercial and Industrial Bank - Hai Phong Branch.

The founding organization is the Hai Phong City Federation of Labor, located at Lot 26A, Le Hong Phong Street, Gia Vien Ward, Hai Phong City.

Representing the group was Mr. Nguyen Anh Tuan, Chairman of the Hai Phong City Federation of Labor, and Head of the Management Board of the Hai Phong City Trade Union Shelter Fund.

Assets contributed to the fund by the founders: The Hai Phong City Federation of Labor contributed VND 3,013,518,647, transferred from the surplus of the Hai Phong City Trade Union Shelter Fund, along with contributions from several individuals.
