Building party organizations in non-state enterprises - part 2: Don't say no, don't say difficult

“Joining the Party for what?” - This is the question of many workers in general and workers in non-state enterprises in particular when asked about their desire to join the Party. This reflects the reality that a part of workers do not fully understand the activities of the Party organization, leading to difficulties in creating sources for Party development, establishing Party organizations and Party activities in many enterprises.

Thai Nguyen province currently has over 10,000 enterprises, providing jobs for nearly 230,000 workers. The rapid development of the workforce, especially in non-state enterprises (NSEs), has created an urgent need to promote the work of building party organizations and developing party members. This will ensure the leadership of the Party in all economic sectors, while meeting the requirements of maintaining and strengthening the working class nature of cadres and party members.

To implement this policy, Thai Nguyen Provincial Party Committee has strengthened leadership, direction, and mobilized the participation of the entire political system to increase the quantity and focus on the quality of party organization activities in non-state economic units, while paying attention to directing the immediate establishment of party organizations for qualified enterprises.

The conference received 24 opinions agreeing with the Party's policies and guidelines on strengthening the development of Party organizations and Party members in enterprises; wishing to receive attention, help and support in the procedures for establishing Party organizations in qualified units; as well as guidance on professional work in Party work after establishment.

Immediately after the Conference, Party committees at all levels, agencies, units and localities quickly "joined hands" with enterprises to promote the establishment of Party organizations in qualified enterprises.

It can be said that the online conference on the work of building and developing party organizations in enterprises is a major "turning point", a timely and profound direction of the Thai Nguyen Provincial Party Committee in the work of building party organizations in enterprises, especially foreign-invested enterprises. The problems and difficulties raised by enterprises and localities at the conference were thoroughly answered, with suggested solutions.

"Don't say no, don't say difficult and don't say yes but don't do" - the consistent motto in leadership and direction of Thai Nguyen Provincial Party Committee on the work of building party organizations in state-owned enterprises has been thoroughly grasped by local Party committees and enterprises throughout the province, and implemented with the highest seriousness and responsibility.

Previously, Thai Nguyen had only one party organization in an FDI enterprise, the Party Cell of Mani Hanoi Company Limited, established in 1997 (the predecessor was the Party Cell of a joint venture company between Meinfa Company and Mani Company of Japan).

Although the number of party organizations and party members is still modest, in recent times, many party organizations in state-owned enterprises have promoted their roles well. For example, the Party Cell of THAGACO International Investment Joint Stock Company (Ban Ngoai Commune, Dai Tu District), from having only 9 party members when it was first established (in 2021), has now increased to 24 party members.

For Phu Binh district, in the two years (2023-2024), 3 Party cells in state-owned enterprises were established in the area. These are considered "pioneering" enterprises, creating positive effects in developing party organizations and party members in state-owned enterprises in the area.

A good way of Phu Binh to "support" the party organizations in the newly established State-owned enterprises is to increase the number of cadres in the Party Committee to participate in party activities to direct, guide and orient the content of thematic meetings, discussions and resolutions.

As the political - economic - cultural center of the province, Thai Nguyen City currently has 2,480 operating enterprises, with over 64,000 employees. To concretize Resolution No. 21 and the direction of the Thai Nguyen Provincial Party Committee on the development of party organizations in foreign-invested enterprises, the Thai Nguyen City Party Committee has been focusing on implementing many specific solutions. The key is to create consensus and support from business owners, especially doing a good job of propaganda so that business owners and each party member clearly see the practical benefits of establishing a party organization.

Along with the attention to establishing party organizations in state-owned enterprises, every year, the City Party Committee strictly directs the review and assessment of the implementation of resolutions and the organization of party activities and development of the Party in these units.

The city Party Committee and government always share, accompany, enhance dialogue, support businesses to remove difficulties and obstacles to expand production and business; organize political training for Party Committees, secretaries of branches and Party chapters in enterprises...

According to our research, in most of the State-owned enterprises with party organizations, the branches and party committees have really "joined hands" to build and develop the enterprise. For example, at the Party Committee of TNG Investment and Trading Joint Stock Company, through the development of resolutions, the Party Committee of the Company has promoted its leadership role in planning and implementing production and business plans; expanding the market...

Most of the resolutions of the branches and party committees in state-owned enterprises have contents related to production and business development or ensuring occupational safety and hygiene, technical innovation, emulation movements for excellent workers, creative workers...

Because it involves the "close" interests of businesses and workers, as soon as the resolution was put into practice, branches and party committees encountered many advantages.

The rapid spread of the resolutions has created a vibrant and widespread competitive atmosphere within the business community, helping businesses overcome difficulties and challenges to successfully complete production and business tasks.
