Therefore, how to connect them is a very important issue.

“A high-rise apartment building has 20,000 - 30,000 residents. When mobilizing them to join the Association for Promotion of Education, they give many reasons: one is I don't have children studying, two is I don't have the need to join the Association for Promotion of Education” - Associate Professor Dr. Nguyen Thua Loc said.

According to Associate Professor Dr. Nguyen Thua Loc, the solution that needs to be implemented is that the Association for Promotion of Education needs to innovate its propaganda forms; the propaganda content must be more practical. In particular, it is important to pay attention to propaganda forms on social networks, applying digital technology to bring better results. In particular, households living in apartments are often young families, so they use social networks more.

“The Ward Association for Promotion of Education must pay attention to the residential group associations. The capacity of the Association Head for Promotion of Education is very important. If the Association Head is united and can handle relationships, everything will go well. Thus, the effectiveness of the education promotion work depends on the capacity of the staff,” Associate Professor, Dr. Nguyen Thua Loc emphasized.

According to Chairman of the Cau Giay District Association for the Promotion of Education Nguyen Van Hach, in order to develop the movement for promoting education in apartment buildings, the Cau Giay District Association for the Promotion of Education has directed a pilot project in Trung Hoa Ward. Accordingly, the Ward Association for the Promotion of Education has a firm grasp of the Party Committee, residential groups, especially the floor chiefs, building chiefs and the Apartment Building Management Board so that their participation can lead to the development of the Association for the Promotion of Education, its members and new activities.

“First of all, it is necessary to establish a Learning Promotion Board in the apartment complex, maintain and organize regular activities with representatives of the Management Board, floor chiefs, building chiefs, union officials..., link learning promotion movements with community activities in the apartment complex, do a good job of promoting learning, talent promotion, and annual rewards...” - Mr. Nguyen Van Hach said.

Along with that, to improve the reading culture in society, the State should pay attention to developing the library system at the grassroots level, increasing investment in community learning centers in residential areas, buildings, and residential groups. Schools must encourage, motivate, and create reading habits for students to create a reading culture, reading habits right from school...; organize activities in response to Vietnam Book and Reading Culture Day in the form of dramatization, storytelling based on books...

Another very important solution is to propagate and raise awareness in the community, especially for adults and the elderly. At the same time, it is necessary to encourage and motivate individuals and groups with achievements in implementing reading culture, especially in residential areas; build family bookcases, bookcases at community learning centers, reading rooms at community activity houses...
