The planning of Vinh Long province for the period 2021-2030, with a vision to 2050, was approved by the Deputy Prime Minister in Decision No. 1759/QD-TTg dated December 31, 2023.
The planning of Vinh Long province for the period 2021-2030, with a vision to 2050, is closely following the policies and guidelines of the Party and State; consistent with the socio -economic development strategy of the whole country, the national strategy on green and sustainable growth; consistent with and consistent with national planning and plans, national sectoral planning and plans, planning and plans of the Mekong Delta region and related planning and plans.
By 2030, Vinh Long aims to be a high-tech, ecological agricultural province; one of the agricultural economic centers of the Mekong Delta region; with a synchronous, modern infrastructure system connecting smoothly with localities in the Mekong Delta region.
People have a prosperous, civilized and happy life associated with maintaining, conserving and promoting the unique and diverse cultural identities of ethnic groups and resources and ecosystems; ensuring political stability, national defense and security.
Some specific indicators
- Economic:
+ The growth rate of total product in the area reaches about 7%/year.
+ The proportion of agriculture-fishery sector accounts for about 26%, industry-construction accounts for about 25%, services accounts for about 45%, product tax minus product subsidy accounts for about 4% in the economic structure of the province.
+ Total export turnover reached over 1 billion USD.
+ Average GRDP per capita reached about 144 million VND.
+ Average labor productivity growth reached 7.5%/year.
- About society:
+ The rate of trained workers reaches 75%, of which the rate of trained workers with degrees and certificates reaches 40%.
+ The poverty rate decreases by about 1%/year.
- On environmental protection:
+ 100% of solid waste in urban areas and 95% in rural areas are collected and treated according to regulations.
+ 100% of hazardous waste is collected, transported and treated according to standards and regulations.
+ 100% of industrial parks and industrial clusters have wastewater treatment systems; 100% of medical waste is collected and treated according to regulations.
- On defense and security:
+ Strive for 100% of communes, wards and towns to achieve a comprehensively strong foundation; link socio-economic development with strengthening national defense and security; build increasingly solid defense zones; ensure order and discipline in socio-economic activities.
Vision to 2050, Vinh Long will be a province with comprehensive, civilized, modern, ecological, sustainable development, with a fairly high level of development compared to the whole country; with a synchronous, modern and climate change-adaptive socio-economic infrastructure system; historical relics and cultural identities are preserved, embellished and promoted; national defense and security are ensured; people have a prosperous and happy life.
Vinh Long province planning for the period 2021-2030, with a vision to 2050, identifies 3 development breakthroughs and 5 key tasks:
The three development breakthroughs are:
- Focus on mobilizing and effectively using all resources to invest in completing a synchronous and modern socio-economic infrastructure system, focusing on completing technical infrastructure.
- Focus resources on developing dynamic axes, economic corridors and key economic sectors and fields of the province including: high-tech agriculture, tourism, trade, urban areas and processing industry.
- Develop high-quality human resources, especially management human resources and highly skilled professional human resources, to meet the development requirements of the province's key economic sectors.
The five key tasks are:
- Develop and perfect mechanisms and policies to mobilize resources to focus on development breakthroughs.
- Promote administrative reform, improve the business investment environment, enhance provincial competitiveness; improve the effectiveness of state management to meet the socio-economic development of the province.
- Innovating the growth model and restructuring the province's socio-economic sectors towards green economy, circular economy, and digital economy.
- Promote the application of science and technology, innovation and digital transformation (on 3 pillars: digital economy, digital society, digital government); develop a safe and convenient digital environment, maximally serving the production, business and daily life needs of the people.
- Create a favorable environment and promote startups; mobilize economic sectors to participate in investment, production and business; focus on improving the competitiveness of the private economy.
The planning of Vinh Long province for the period 2021-2030, with a vision to 2050, identifies the development directions of important industries as follows:
(1) Agriculture and fishery industry
Shifting from agricultural production thinking to agricultural economic thinking; enhancing the application of science and technology, developing ecological, organic, circular agriculture, adapting to climate change; building concentrated, large-scale commodity production areas associated with processing industry according to value chains and building product brands.
Transforming crop and livestock structure; effectively and flexibly using rice-growing land; developing livestock and aquaculture industries towards high technology and industry, ensuring food safety.
(2) Tourism industry
Developing tourism into an important economic sector, focusing on developing historical and cultural tourism products, community tourism, agricultural and rural tourism, and eco-tourism associated with improving service quality, according to the value chain.
Preserve and develop the Mang Thit district brick and pottery kiln area; build and complete the Mekong Delta Agricultural Museum to become a place to preserve, research and develop the region's typical agriculture.
(3) Commercial sector
Develop a synchronous and modern commercial infrastructure system, promote e-commerce development, and link product and goods supply chains.
Develop distribution businesses that link production and circulation. Attract investment in developing logistics and e-commerce infrastructure to support production, circulation, and import and export of goods.
(4) Industry
Focus on developing deep processing industry of agricultural, aquatic and food products associated with concentrated raw material production areas, along with developing supporting industries to serve agricultural production and processing industry.
Prioritize attracting investment in industrial parks and industrial clusters for enterprises with modern technology, environmentally friendly, and economical use of land and water resources.
Urban system planning scheme to 2030
The province has 11 urban areas, including: 1 type II urban area, 1 type III urban area, 2 type IV urban areas and 7 type V urban areas. The development orientation of some key urban areas is as follows:
- Vinh Long City: Is a type II urban area directly under the province; is the political, administrative, economic, cultural, social, educational-training, scientific-technological center of the province; is an important traffic connection hub of Vinh Long province and the Mekong Delta region.
- Binh Minh Town: Is the economic, industrial, commercial, service, logistics, cultural and tourist center in the South of the province.
Land allocation and zoning plan
Land resources must be investigated, evaluated, counted, inventoried, used economically, effectively, and reasonably, meeting the requirements of socio-economic development, aiming at green growth, sustainable development, ensuring national defense and security; developing education, culture, and sports; protecting the environment, adapting to climate change; creating momentum for the province's development.
Arrange land use reasonably on the basis of balancing land use needs of sectors and fields in accordance with the National Land Use Planning targets for the period 2021-2030 approved by competent authorities.
