Building a learning society in the 2021-2030 period

Comrades: Lieutenant General Nguyen Van Gau, member of the Party Central Committee, Deputy Director of the General Department of Politics of the Vietnam People's Army; Professor, Doctor Nguyen Thi Doan, former Vice President, President of the Vietnam Association for Promoting Education, co-chaired the conference.

Speaking at the conference, comrade Nguyen Thi Doan said: The Vietnam Association for Promotion of Education has been implementing the Party's policies and the Government's decisions on developing learning models: Family, clan, community, learning unit and from 2021 up to now, adding the model "Learning Citizen"...

Over the past years, the Vietnam Association for Promotion of Education has successfully implemented the work plans set out in each phase on the basis of promoting the combined strength of the entire education promotion system and solidarity and unity with political organizations, unions, universities... through signed cooperation programs.

Implementing Conclusion No. 49-KL/TW of the Secretariat, up to now, the Vietnam Association for Promoting Education has signed agreements with 12 ministries, branches, and political organizations (Party Committee of Central Agencies, Party Committee of Central Enterprises, Vietnam Women's Union, Ho Chi Minh Communist Youth Union , Vietnam General Confederation of Labor, Vietnam Cooperative Alliance, Vietnam Federation of Commerce and Industry, Ministry of Education and Training, Ministry of Labor, War Invalids and Social Affairs, Communist Party Electronic Newspaper, Vietnam Farmers' Association, Vietnam Association of the Elderly).

Through the conference, the Vietnam Association for Promoting Education and the General Department of Politics of the Vietnam People's Army coordinated to deploy the contents of implementing the Party's directives and the Government's resolutions on building a learning society and lifelong learning through learning models (Family, clan, community, unit and the core model is the "Learning Citizen" model) in the entire army in accordance with the requirements and assigned tasks.

At the conference, delegates agreed on many coordination contents for implementation, such as: Strengthening information and propaganda work on the Party's guidelines and policies, the State's policies and laws on strengthening the work of encouraging learning, promoting talents, building a learning society, lifelong learning; linking the work of encouraging learning, promoting talents, building a learning society, lifelong learning with building citizens' responsibility in strengthening national defense and security potential, strongly promoting the "people's heart position" in the national defense and people's security; promoting the responsibility of leaders and commanders of agencies and units in building "Learning Units" in agencies and units under the Vietnam Association for Promoting Education system and in agencies and units under the Vietnam People's Army.

Building a model of "Learning Citizens" among officers and soldiers of the Vietnam People's Army and among officers and specialists of the Vietnam Association for Promoting Education; promoting the lifelong learning movement among officers and soldiers through building models of "Learning Citizens" and "Learning Units". Deploying training activities, fostering expertise, skills, foreign languages, information technology, digital capacity... at agencies and units of the Army according to assigned tasks; participating in sharing knowledge on building a learning society, lifelong learning for students at academies, schools, and training centers of the Army; paying attention to building an operating fund to encourage officers, soldiers and children of officers and soldiers to make great efforts, achieve good and outstanding results in studying.

Coordinate the awarding of scholarships to officers, soldiers and students with good achievements; mobilize officers and members of the Association for Promotion of Education at all levels to closely coordinate with officers and soldiers of the Army where the unit is located to actively participate in educational support activities: "For studious children"; "Helping children go to school", "Teacher in green uniform", "Adopted children of border guards", "Adopted children of fishermen"...

On this basis, the General Department of Politics of the Vietnam People's Army and the Central Committee of the Vietnam Association for Promoting Education develop a specific plan, guide and direct agencies, units at all levels from the central to local levels, and organizations under their system to implement the contents of coordinated activities. Every year, there is an assessment, summary, experience drawing and timely addition of new contents. During the implementation process, if any problems arise, the two sides will discuss, agree to supplement, edit, and guide the implementation base.
