Two illegally built birdhouses on Hon Ro Island, about 0.5 km from the mainland, were fined in 2021 but have not been dismantled because they are located in the overlapping area between Phu Yen and Binh Dinh.

On May 26, the leader of Ghenh Rang Ward (Quy Nhon City, Binh Dinh Province) said that the illegal construction on the island was built by a man in Quy Nhon City. Since 2018, this person saw that the island had many swiftlets, so he transported materials to build a house for swiftlets, a water reservoir, a warehouse, and installed solar power systems on the roofs.
Because the island is located in an overlapping area between two provinces, since 2021, Phu Yen and Binh Dinh authorities have repeatedly issued suspension notices. However, the demolition of the project has not been possible due to issues related to the determination of the island's administrative boundaries. To date, the project still exists and shows signs of being expanded in scale compared to the first time the notice was issued.
Quy Nhon City leaders requested Ghenh Rang ward to coordinate with Xuan Hai commune (Song Cau town, Phu Yen province) to promptly handle violations and report before May 31.

Hon Ro is more than 0.5 km from Bai Xep (Quy Nhon), nearly 1 km from Bai Bau (Song Cau district), in the overlapping area between Phu Yen and Binh Dinh for many years. According to the Land Law, the Government will submit to the National Assembly for decision on boundary disputes between administrative units of provinces and centrally run cities.
