Motorcycles older than 5 years will have to undergo emissions testing.

Large cities are polluted by motorcycle emissions.

According to Circular 47/2024 of the Ministry of Transport , motorcycles and mopeds under 5 years old are exempt from emissions testing. Vehicles between 5 and 12 years old must be tested every two years, while vehicles over 12 years old must be tested annually.

In cases where the database does not contain information on the manufacturing date of a motorcycle or moped, the date will be calculated from December 31st of the year of manufacture. The emission inspection certificate will be issued by the Vietnam Register.

When undergoing vehicle inspection, the vehicle owner needs to present one of the following documents: the original vehicle registration certificate; a certified copy or a certified electronic copy of the original vehicle registration certificate; or the original appointment slip for the issuance of the vehicle registration certificate.

The vehicle inspection center will compare the vehicle information in the management software with the registration certificate. Vehicles that do not match will be rejected. If the vehicle meets the standards, it will be inspected and issued an electronic certificate integrated with the owner's electronic identification account.

Circular 47/2024 takes effect from January 1, 2025; however, a representative from the Vietnam Registering and Inspection Department stated that this is not yet the start date for implementing motorcycle emission testing at motor vehicle inspection facilities.

The Road Traffic Law stipulates the inspection of exhaust emissions for motorcycles and mopeds. However, to implement this regulation, the Ministry of Natural Resources and Environment is coordinating with the Ministry of Transport to develop a specific roadmap, including the start date, applicable subjects, and inspection fees. Currently, this roadmap has not been finalized and submitted to the Government for approval.

Currently, there are over 70 million registered motorcycles and scooters in Vietnam, of which more than 45 million are used daily by the population. According to the Ministry of Transport, motorcycles are the largest source of pollution emissions, but this is not controlled because the 2008 Road Traffic Law does not yet have regulations on this matter.

Since 2010, the Government has tasked the Ministry with developing a specific roadmap for controlling motorcycle emissions. The two major cities, Hanoi and Ho Chi Minh City, were assigned to complete the network of inspection facilities, with the goal of having 80-90% of motorcycles inspected for emissions standards by 2015.

However, to date, emissions control measures for motorcycles have not been implemented, while the number of motorcycles in major cities is increasing rapidly. In 2023, more than 2.4 million new motorcycles and scooters were registered nationwide, bringing the total number of motorcycles to 74 million.
