On March 24, 2021, the Provincial People's Council issued Resolution No. 337/2021/NQ-HDND on stipulating a number of specific policies to encourage sustainable forestry development in Quang Ninh province, piloting implementation in localities: Ha Long, Cam Pha, Ba Che. Up to now, 921 forest owners who are households and individuals have benefited from the policy of developing large timber and native tree plantation forests with an area of 1,433.2 hectares, with a total provincial budget support of 28.8 billion VND, initially contributing positively to the development of large timber and native tree plantation forests, improving the quality of the province's planted forests.
In addition to the achieved results, according to the assessment of the Department of Agriculture and Environment, there are still some support contents that people have not registered to participate in; seed production in households and individuals on a small scale; mechanisms and policies are not strong enough to create breakthroughs, especially for new forest planting with large timber trees. In particular, there is no support mechanism for households and individuals to develop the economy under the forest canopy to improve their lives in the early stages when the main crops do not provide income.
Based on practical requirements, in order to soon complete the goals of sustainable forestry development according to Resolution No. 19 of the Provincial Party Committee Standing Committee, on July 10, 2024, at the 19th session, the 14th Provincial People's Council issued Resolution No. 37/2024/NQ-HDND stipulating a number of specific policies to encourage sustainable forestry development in Quang Ninh province, replacing Resolution No. 337. The Resolution takes effect from July 20, 2024 with many new breakthroughs to encourage organizations, households and individuals to participate in planting large timber forests. In which, the subjects and scope of planting large timber forests, native trees and forest products, medicinal plants under the forest canopy have been expanded to ensure proper land use, according to regulations on forest development and sustainable forestry development. And applied to localities throughout the province.
Through reviewing the need to participate in the policy of supporting large timber plantation of forest owners in localities with a total registered area in the period (2024-2026) of about 6,360 hectares, of which households and individuals 4,589 hectares, organizations and enterprises 1,771 hectares. The policy of planting large timber forests has been widely responded to by people across the province, expanding the scope of application of the policy in localities across the province is suitable for the needs and aspirations of forest owners as well as the conditions for developing large timber forests.

Mr. Vu Duy Van, Deputy Director of the Department of Agriculture and Environment, said: The voters' proposal to supplement and adjust the beneficiaries of support mechanisms and policies according to Resolution No. 37 of the Provincial People's Council, including bamboo and cinnamon, is unreasonable. Because bamboo is a non-timber forest product, not on the list of main forestry crops, not a species that grows under the forest canopy; cinnamon is on the list of main forestry crops, but is not a large tree, the main product is non-timber forest products; therefore, the proposal to add bamboo and cinnamon is not consistent with the viewpoints, goals, and basic tasks of Resolution No. 19 of the Provincial Party Standing Committee on sustainable forestry development to 2025, with a vision to 2030.
Currently, the Department of Agriculture and Environment is developing investment support norms from the State budget to implement a number of investment policies in forestry according to Decree No. 58, dated May 24, 2024 of the Government ; including policies to support investment in planting production forests and developing non-timber forest products. After the Resolution is issued, it is recommended that the localities of Ba Che, Binh Lieu, and Tien Yen propagate and disseminate so that local people know and participate.
