Despite the contract nearing its end, all three flood-damaged road projects in Phuoc Son district remain unfinished. The Chairman of the Quang Nam Provincial People's Committee has directed that the contracts of the contractors who have shown insufficient effort will be terminated.

Phuoc Loc, Phuoc Thanh, and Phuoc Kim were the communes that suffered the most severe damage in terms of human lives and property during the historic floods of 2020 in Phuoc Son district, Quang Nam province.

After more than four years, we returned to the landslide area and still found the roads in disarray, even though reconstruction projects had been underway for the past three years.

The project to restore and rebuild the DH1.PS route (Phuoc Kim – Phuoc Thanh section) in Phuoc Son district has a total investment of 150 billion VND. To date, the volume of work completed compared to the contract is 60.783 billion VND/135.65 billion VND, reaching 44.81% of the contract value.

The project to restore and rebuild the DH2.PS route (Phuoc Thanh - Phuoc Loc section) has an approved total investment of 152 billion VND. To date, the volume of work completed compared to the contract is 62.75 billion VND/130.1 billion VND, reaching 48.23% of the contract value.

The DH5.PS Road Project (Phuoc Cong – Phuoc Loc section) has a total investment of 90 billion VND. To date, the volume of work completed compared to the contract is 23.5 billion VND out of 78.5 billion VND, reaching 29.94% of the contract value.

According to the People's Committee of Phuoc Son District, the district regularly conducts on-site inspections and works with units and contractors to expedite the implementation progress and resolve some difficulties and obstacles during the construction process. However, due to many reasons, the implementation progress is still slower than required. In addition to objective reasons such as difficult transportation, unfavorable weather with heavy rain in 2022 and 2023, and high prices of materials, there is also a subjective reason: most contractors do not meet the construction conditions as specified in their approved bid documents.

On the morning of September 6th, the Chairman of the Quang Nam Provincial People's Committee, Le Van Dung, inspected the construction sites of these three projects.

Here, the Chairman of the People's Committee of Quang Nam province stated that, after three years, the construction progress of the projects remains very slow. In reality, the construction workforce is very limited, or in other words, the contractors' construction capacity does not meet the contract conditions and the demands of the project. Currently, people inside face significant difficulties in accessing the site, especially those who are sick, which is the biggest concern for local leaders and residents.

To address this situation, the Chairman of the Quang Nam Provincial People's Committee requested local leaders to focus on more decisive implementation. He also requested that departments and agencies advise the Provincial People's Committee on solutions for expediting construction, and to resolve any difficulties encountered.

"Regarding the construction units that haven't fully committed to the project and haven't focused their efforts on it, I urge them to concentrate on improving the quality of the work. On the part of the local authorities, I suggest they need to be more decisive in this matter. Even contractors who lack initiative should be terminated, and another contractor should be found. We cannot allow delays to continue," Mr. Dung emphasized.
