The victory not only affirmed the correct leadership of the Party, directly the Provincial Party Committee, but also demonstrated the spirit of unity and the continuation of the patriotic tradition of unwavering resistance against foreign invaders by all strata of the people in the province.

Leading the uprising to seize power.

Entering 1944, the struggle against fascism worldwide underwent a significant transformation. Meanwhile, in Indochina, the conflict between French colonialism and Japanese militarism intensified. In light of this situation, the Resolution of the Provisional Provincial Party Committee of Thanh Hoa, dated June 24, 1944, emphasized: “Comrades! The Red Army is about to sweep the fascist barbarians out of the country. The second front has opened... The Allied counteroffensive in the Far East is imminent. Japan and France are about to engage in fierce combat. A good opportunity is approaching. The masses are extremely frustrated. Many spontaneous struggles have broken out.”

"Our Party's task is to lead our people in a swift uprising. Each of us comrades needs to act more urgently. We must fight with determination! We must sacrifice with determination! We must win with determination! May the national liberation revolution succeed!"

With a spirit and readiness, following the Central Committee of the Indochinese Communist Party's directive "The Japanese-French conflict and our actions," on March 12, 1945, the Thanh Hoa Provincial Party Committee directed the launching of a mass uprising; at the same time, it further intensified the implementation of the directive "Preparation for the Uprising" issued by the Thanh Hoa Provincial Viet Minh Committee on September 15, 1944. The revolutionary movement in Thanh Hoa entered a period of fervent and fierce struggle, creating the groundwork for the uprising to seize power. Faced with the development of the revolutionary movement, the colonial and feudal ruling systems at all levels in Thanh Hoa were shaken and weakened.

On July 24, 1945, the partial uprising in Thanh Hoa began with the successful seizure of power in Hoang Hoa, marking the start of a period of uprisings to seize power throughout the province. Following this, armed marches, speeches, propaganda, and demonstrations aimed at crushing the authority of the puppet government took place in many areas.

Faced with the rapid development of the revolutionary movement, on August 13, 1945, the Thanh Hoa Provincial Party Committee convened an expanded meeting at the house of Mr. To Dinh Bang, Mao Xa village, Thieu Hoa district (now Toan Ty hamlet, Thieu Toan commune, Thieu Hoa district) to discuss timely measures to guide the revolutionary movement throughout the province. While the meeting was underway, news arrived that Japan had surrendered to the Allies. With creativity, flexibility, keen insight, and decisiveness, the meeting made several important decisions. These included the decision to launch an uprising and set the date for the uprising throughout the province: although they had not yet received the order from the Central Committee, the meeting decided to choose "the time for the general uprising throughout the province as 12 midnight on August 18, 1945, leading into the morning of August 19, 1945".

Thanh Hoa province's Gross Regional Domestic Product (GRDP) growth rate reached 12.51%, ranking 7th nationwide. GRDP per capita reached US$2,924. Total state budget revenue reached VND 50,000 billion. The national target program for building new rural areas continued to receive attention; in 2022, 2 district-level units and 18 communes were recognized as meeting new rural area standards; 22 communes achieved advanced new rural area standards, and 7 communes achieved model new rural area standards; an additional 134 products were recognized as provincial-level OCOP products.

Simultaneously, decisions were made to establish the Uprising Committee and the Provisional Revolutionary People's Committee; the policy of uprising was adopted: launching a nationwide uprising using both political and armed forces, closely combining political and military struggle, but ensuring the motto "quick, efficient, and decisive victory," launching surprise attacks and swiftly annihilating the enemy...

Amidst the extremely urgent revolutionary atmosphere throughout the country and the fervent spirit of the people of Thanh Hoa, on the night of August 18th and the morning of August 19th, 1945, the Thanh Hoa Provincial Uprising Committee issued the order for a general uprising to seize power throughout the province. The masses and armed self-defense forces throughout the province rose up in unison and quickly led the uprising to final victory.

On August 23, 1945, in Thanh Hoa town, the Provisional Revolutionary People's Committee of Thanh Hoa province was introduced to the people, declaring the abolition of the feudal and colonial regimes and the establishment of a revolutionary government. The people's democratic revolutionary government in Thanh Hoa was a part of the Vietnamese revolutionary government system; representing the interests of the people and the Vietnamese nation.

In studying the significance of the August Revolution in Thanh Hoa, many scholars have agreed that the proactive, creative approach and the ability to seize opportunities were outstanding strengths in the leadership of the Thanh Hoa Provincial Party Committee and the Thanh Hoa Provincial Viet Minh Committee in the national liberation revolutionary movement. In particular, the revolution in Thanh Hoa not only contributed to the art of seizing opportunities and demonstrated proactiveness and creativity, but its victory also contributed to the overall victory of the entire country, joining the nationwide uprising to seize power.

The victory of the August Revolution in 1945 was a victory of the aspiration for independence, of the self-reliance and self-strength of the Vietnamese nation under the leadership of the Party. In the glorious history of that autumn revolution, "the August Uprising in Thanh Hoa was victorious, the people of Thanh Hoa added another glorious achievement to the history books, together with the whole country creating a great turning point in the development of the nation, opening a new era, the era of independence, freedom and socialism."

Seventy-eight years have passed since the uprising to seize power, and the lessons of that era are still being creatively applied in construction, development, and integration, especially regarding the proactive and creative mobilization of forces, consolidating national unity, proactively creating and seizing opportunities, and unifying actions in seizing power, building, and protecting the achievements of the revolution.

Aspiration to rise

From a poor, predominantly agricultural province, having gone through many ups and downs, under the leadership and guidance of the Provincial Party Committee, Thanh Hoa has made breakthroughs in all fields. Entering 2023, with high determination, great efforts, and decisive and effective actions of the Provincial Party Committee, the province's socio-economic situation in the first six months of the year was stable and showed significant development. Many sectors in agriculture and trade services recovered and developed strongly, especially tourism and transportation. Culture and society progressed; advanced education achieved positive results; social security was ensured, and the lives of the people were cared for. The work of building and rectifying the Party and the political system continued to be reformed and strengthened; unity and solidarity within the Party and among the people were consolidated.

The indomitable spirit and unwavering revolutionary tradition of the Party Committee, army, and people of Thanh Hoa during the August Revolution of the 20th century have been and continue to be revived in the 21st century. Thanh Hoa strives to be among the leading provinces nationwide by 2025, forming a new growth pole alongside Hanoi, Hai Phong, and Quang Ninh, creating a quadrilateral of development in the North of the country; to become a modern industrial province by 2030; and to become a prosperous, beautiful, civilized, and modern province by 2045, a comprehensively developed and exemplary province of the country.
