These days, the small house of Mrs. Nguyen Van Be, a disadvantaged household in Hoa Binh ward, is bustling with the joy of celebrating Tet (Lunar New Year) early. She is one of 100 disadvantaged households in the ward receiving Tet gifts from the "Compassionate Tet" program organized by the City Red Cross in collaboration with Dinh Vang Group. Receiving a gift package worth 650,000 VND, including cash and gifts, Mrs. Be was deeply moved. "Now I have money to buy things for Tet, and gifts to celebrate. I am very grateful to the local government and benefactors for caring for us during Tet," Mrs. Be said.
Not only the poor, but also laborers are receiving attention and care from all levels and sectors. Ms. Duong Thi Phuoc, a worker at Continuance Vietnam Footwear Co., Ltd. (Viet Hoa ward), shared that workers' incomes are not high, and there are many expenses at the end of the year. She was very touched to receive Tet gifts and motorcycle oil from the City Trade Union. Although the gifts are not large, they are practical and help her feel more secure as Tet approaches.
Sharing similar sentiments, Ms. Pham Thi Yen, a worker at Hai Duong Industrial Automation Joint Stock Company, said that the attention from the trade union is a great source of encouragement for workers far from home. "At the end of the year, everyone hopes for a little extra support to take care of their families. Receiving gifts and participating in safe driving training, I feel listened to and cared for," Ms. Yen shared.
For families receiving government assistance, the care and attention are even more thorough and comprehensive. Mrs. Pham Thi Phay, 84 years old, the wife of a fallen soldier in Khuc Thua Du commune, said: “Every year the government visits and gives gifts. This year, after the merger of Hai Duong province with Hai Phong city, in addition to the gifts stipulated by the State, I also received an extra gift from the city worth 5.5 million VND, a significant increase compared to before. I am very happy.”
A new feature in this year's Tet celebrations is the "Tet of Connection - Tet of Sharing" model, which involves organizing centralized gift distribution in residential areas, combined with cultural performances, zero-cost stalls, job counseling, and free healthcare. This approach creates a community-oriented Tet atmosphere and alleviates feelings of loneliness among vulnerable individuals. Many localities also mobilize youth union members and women's associations to make banh chung (traditional Vietnamese rice cakes), organize New Year's Eve meals for the elderly and lonely; and coordinate with businesses to provide free medical check-ups and treatment, and job counseling after Tet, aiming for long-term, sustainable support.
Ms. Nguyen Kim Thuy, General Director of Dinh Vang Group, affirmed: “We are clearly aware of our responsibility to accompany the community, especially during Tet. Taking care of the poor and families entitled to preferential policies not only has material significance but also demonstrates the long-term social responsibility of the enterprise towards the locality.”
Efforts to ensure everyone, every family, can celebrate Tet.
Over the years, the task of caring for the people during Tet (Lunar New Year), especially poor and near-poor households, laborers, and those with particularly difficult circumstances in Hai Phong city, has always been a priority for the entire political system and the community. This year, the Standing Committee of the City Party Committee issued a directive early on regarding the organization of Tet 2026 (Year of the Horse). This directive requires Party committees, government agencies, the Fatherland Front, and political and social organizations to focus on implementing social welfare policies effectively; mobilizing all resources to care for the poor, vulnerable, policy beneficiary families, laborers, elderly people living alone, children with special circumstances, people in remote areas, and coastal and island regions… ensuring that everyone can enjoy the spring and celebrate Tet.
In addition, the City People's Committee issued Plan No. 344/KH-UBND dated December 25, 2025, on organizing activities to celebrate the New Year 2026, welcoming the Lunar New Year of the Year of the Horse, and providing Tet support for poor and near-poor households and other disadvantaged groups. Notably, on July 18, 2025, the City People's Council issued a resolution stipulating the content and amount of gifts the city will give annually to these groups on the occasion of the Lunar New Year, war invalids and martyrs (July 27), and National Day (September 2). This resolution is considered to have profound humanitarian significance after the merger of Hai Duong province with Hai Phong city. Accordingly, the gift amount is 5.5 million VND/person for war invalids, people who have contributed to the revolution, relatives of martyrs receiving martyr's death benefits, and those receiving martyr's worship allowances; 1.8 million VND/poor household; and 1.6 million VND/near-poor household. 1 million VND per child in difficult circumstances…
The Vietnam Fatherland Front Committee of Ho Chi Minh City calls upon all cadres, Party members, civil servants, employees, and people of all walks of life in the city to uphold the tradition of "Helping those in need," and to respond to the movement "The whole country joins hands for the poor - Leaving no one behind" to support those in particularly difficult circumstances in the city so that they can celebrate the Lunar New Year 2026 (Year of the Horse) in a complete, warm, and fulfilling manner. All donated funds will be received, managed, and distributed publicly, transparently, and to the correct recipients by the Vietnam Fatherland Front Committee of Ho Chi Minh City.
Every contribution, big or small, is a great source of encouragement, demonstrating the deep affection and precious tradition of solidarity of the people of Hai Phong city, contributing to bringing a warm, meaningful, and hopeful Spring to the disadvantaged people of the city.
Mr. Tran Van Huy, Deputy Director of the Department of Internal Affairs, stated that the city has over 99,000 people who have rendered meritorious services to the revolution, relatives of martyrs, and those who worship martyrs. The city also has 1,693 poor households, nearly 13,000 near-poor households, and tens of thousands of children and workers in difficult circumstances who need collective support. To collectively care for these groups during Tet (Lunar New Year), the Department of Internal Affairs has advised the city to uniformly apply the annual gift-giving rates for those who have rendered meritorious services to the revolution, policy beneficiary families, poor and near-poor households, and children in difficult circumstances, in accordance with Resolution No. 05/2023/NQ-HĐND dated July 18, 2023, of the People's Council of Hai Phong City (formerly). The total estimated cost is approximately 550 billion VND. The application of this support aims to ensure equal, stable, and consistent attention from the city to these groups during holidays and Tet. The Department is also gradually building a program to care for people during Tet (Lunar New Year) in a proactive, safe, and humane manner, with a high percentage of beneficiaries and diverse, practical methods. In the future, the city will continue to improve and expand programs to support livelihoods and connect people with jobs after Tet, aiming for a "sustainable Tet" and long-term poverty reduction.
To date, preparations for Tet (Lunar New Year) have been underway by localities, businesses, and organizations. Hundreds of thousands of Tet gifts, free shopping vouchers, and bus tickets have been distributed to eligible recipients. Notable examples include: the City Red Cross Society, in coordination with Dinh Vang Group and Tien Phong Youth Plastic Joint Stock Company, distributed nearly 1,000 Tet gifts to support disadvantaged households in various localities: Hoa Binh, Vinh Bao, Tien Lang, An Lao, Hung Dao, Duong Kinh, and Dong Hai... Each gift was worth 650,000 VND, totaling over 500 million VND. The City Labor Union mobilized approximately 45 billion VND to care for its members and workers during the Lunar New Year, providing about 20,000 gifts and supporting bus tickets for 35,000 people to return home for Tet...
From policy to action, from the city to the grassroots, from the government to businesses and the community of philanthropists, Hai Phong has been creating a vibrant, warm, and humane picture of caring for people during Tet. These meaningful gifts not only help people celebrate Tet more fully but also instill confidence, strengthen community bonds, and spread social responsibility.
