Lots of potential

Hai Phong is a locality with synchronous investment in transport infrastructure, rapidly developing and modern industry, contributing to creating an attractive investment environment, attracting more and more large-scale foreign direct investment (FDI) projects. The whole city currently has 1,730 foreign investment projects from 44 countries and territories, with a total registered capital of nearly 50 billion USD. In the first 6 months of 2025 alone, the city attracted more than 1.5 billion USD.

As of June 2025, China has 620 FDI projects in Hai Phong with a total capital of more than 9.5 billion USD, mainly investing in the fields of electronics, mechanics, textiles, processing and manufacturing industry...

According to Mr. Cao Hang, Chairman of the Greater Bay Area Economic and Trade Promotion Association (China), many Chinese business delegations have come to work, learn about the investment and business environment of Hai Phong and propose cooperation directions in the coming time. They wish to promote human resource training to serve the development of smart supply chains, build logistics centers, invest in high-tech manufacturing, supporting industries, etc.

Cooperation in training high-quality human resources was also an issue mentioned by many diplomatic delegations and business representatives from Germany, Korea, Japan, etc. during their meeting with leaders of Hai Phong City People's Committee last July.

According to statistics from the education and training sector, after the merger of Hai Duong province and Hai Phong city, the city has more than 1,600 general education institutions, 77 vocational education institutions and 8 universities. In recent times, the city has initially paid attention to and encouraged high-quality human resource training at all levels of general education, vocational education and university education. The city has a system of specialized schools, educational institutions with high-quality programs, programs to train talented engineers and bachelors, training cooperation programs and training with foreign elements...

Some universities and vocational training institutions in the city have implemented international training cooperation programs with high efficiency, such as the Maritime and Waterway College I, which was selected by the Aus4skills Program to pilot forklift operation module training.

Hai Phong College of Tourism was sent by PUM Netherlands to transfer baking technology to staff and lecturers of the Faculty of Culinary Management and the Faculty of Hotel and Restaurant Management.

In the west of the city, Hai Duong Central College of Pharmacy cooperates with the Republic Polytechnic University (RP) of Singapore; the College of Construction Mechanics cooperates with the Asia Society for Social Improvement and Sustainable Transformation Inc (a Philippine non-governmental organization); the College of Waterway Transport I cooperates with the PUM Organization (a Dutch non-governmental organization)...

Implementing the Project "Innovation and improvement of vocational education quality in Hai Phong city by 2030, vision to 2045", training institutions, vocational education, universities in the city have urgently opened new faculties and training majors, promoted international cooperation... This is an important solution, creating a breakthrough in human resource development, especially highly skilled human resources, contributing to the implementation of the city's three main economic pillars: high-tech industry, seaports - logistics, tourism - trade.

At the end of May 2025, the College of Fisheries and Food Technology organized a career counseling workshop and signed a cooperation agreement with KyungMin University (Korea).

Mr. Trinh Quoc Tan, Principal of the College of Fisheries and Food Technology, said that the two schools are committed to jointly implementing D4-1 university preparatory programs to transfer to majors, D2 university programs, full-time colleges and universities in Korea in all majors that Kyungmin University trains, dual bachelor's degrees, student and lecturer exchanges, and opening up many opportunities for study and employment in Korea for students of the school.

Knapper, the US Ambassador to Vietnam who visited Hai Phong last July, Associate Professor Dr. Pham Xuan Duong, Rector of Vietnam Maritime University, said that with US partners, the school has a traditional cooperative relationship that was established early. The parties have implemented the advanced programs "Global Studies and Maritime Affairs" and "International Business and Logistics" with California Maritime Academy with thousands of students studying since the implementation time, exchanging hundreds of lecturers and students through the Fulbright Program, ELIC's Foreign Volunteer Teacher Program; welcoming delegations of the US Navy, the US Embassy; coordinating to organize scientific seminars...

In the period of 2024 - 2027, Hai Phong is expected to coordinate in training 1,000 - 1,200 engineers and experts specializing in microchips; 3,000 - 5,000 workers with basic microchip skills...

To anticipate new development trends, in 2024, Hai Phong University, Ho Chi Minh City Hi-Tech Park, Sun Edu International Education Joint Stock Company, Hai Phong Economic Zone Management Board and Hai Phong Department of Science and Technology will initiate the signing of the implementation of the training program in electronics and semiconductors, digital transformation solutions for education, and innovation. The school will begin enrolling and training the first course of the university-level training program specializing in electronics technology, high-quality semiconductor and microchip design.

In order to create new mechanisms and policies in attracting and training high-quality human resources, the City People's Committee assigned the Department of Home Affairs to actively coordinate with departments, branches, and consulting units to develop and complete the Project to attract and employ talents in Hai Phong City, propose mechanisms to attract and employ foreign experts or attract lecturers and teachers with deep expertise and good skills from institutes and schools to work in Hai Phong... Thereby, meeting the requirements for training human resources in key industries and professions, serving the city's development in the coming time.
