Attending and directing the Conference were Major General Nguyen Van Ky - Deputy Director of the Department of Foreign Affairs of the Ministry of Public Security , Deputy Chief of the Standing Office of the Government Steering Committee on Human Rights; Colonel Dinh Xuan Thiep - Deputy Director of Yen Bai Provincial Police, Deputy Head of the Steering Committee for Human Rights of Yen Bai Province; Le Thi Lien - Director of the Institute for Religious Policy Research, Government Committee for Religious Affairs.

Over the years, the Provincial Party Committee and People's Committee of Yen Bai province have always paid attention to comprehensively directing the fields of economic , cultural, social, security, defense, foreign affairs development in general and the work of protecting and fighting for human rights in particular. The Party and State's policies and guidelines on human rights work have been directed, thoroughly grasped and effectively implemented by Party committees and authorities at all levels. The work of ensuring and promoting human rights in all fields has achieved many important achievements.

However, in the past year, the world and regional situation continued to develop in a complex and unpredictable manner, with hostile and reactionary forces taking full advantage of issues of ethnicity, religion, democracy, human rights, etc. to sabotage our Party and State. Furthermore, Yen Bai province suffered severe consequences from storm No. 3 in September, causing great loss of life and property, posing numerous difficulties in implementing economic and social development targets and tasks and ensuring security and order in the province.

However, with the direction of the Provincial Party Standing Committee, the leadership of the Provincial People's Committee and the drastic participation of the entire political system and the people; the direction and assistance of the Central Government and localities in the country, the lives of people in the disaster-hit areas soon stabilized, the economy and society quickly recovered; the political security situation and social order and safety were maintained; the work of fighting against erroneous and hostile views related to democracy, human rights, ethnicity and religion achieved many important results.

In addition to the achievements, the work of protecting and fighting for human rights still reveals some limitations such as: the awareness of the role, tasks and responsibilities in the work of protecting and fighting for human rights of some cadres is still inadequate. Some localities and establishments have not promoted the combined strength of agencies, departments, branches and organizations participating in the work of protecting and fighting for human rights.

At the Conference, delegates were presented with the topics "Human rights work in the new situation" and "New religious phenomena in Vietnam today and some suggestions for management solutions" by the Reporters of the Standing Office of the Government Human Rights Steering Committee and the Institute for Religious Policy Research, Government Committee for Religious Affairs. These are two topics with very basic and important content on the work of protecting and fighting for human rights, of high practical significance, associated with the actual situation and conditions of Yen Bai province.

Speaking at the Conference, Colonel Dinh Xuan Thiep emphasized: Hostile and reactionary forces continue to take advantage of issues of democracy, human rights, ethnicity, and religion to interfere in our country's internal affairs, increase "Peaceful Evolution" activities, violent overthrow, strengthen internal and external links, mobilize countries and international forums to intervene, and put pressure on Vietnam in terms of politics, economics, foreign affairs, national defense and security...

The training aims to improve the work of protecting and fighting for human rights in the province, further raise awareness of all levels and sectors about the work of protecting and fighting for human rights, contributing to maintaining political security, ensuring social order and safety, creating a healthy and peaceful environment for development.
