Comrade Nguyen Thi Kim Dung, Deputy Head of the Organizing Committee of Yen Mo District Party Committee, said: Improving the quality of building grassroots party organizations and the quality of party members is an important task in party building. Therefore, over the past many years, the Organizing Committee of the District Party Committee has actively advised the Standing Committee of the District Party Committee to lead and direct the review, consolidation, and arrangement of grassroots party organizations in accordance with the functions and tasks of each locality and unit.
At the same time, advise on the effective implementation of the tasks of guiding, inspecting, supervising and monitoring grassroots party organizations in implementing policies, guidelines and principles of Party building, the Party Charter, directives and resolutions of the Central, the province and the district, ensuring highly effective implementation.
In addition, the District Party Committee's Organizing Committee also proactively and promptly grasps the situation of grassroots party organizations, especially those with petitions, recommendations, difficulties, and complex and outstanding issues, thereby proposing solutions to overcome and resolve them or coordinating with relevant agencies to resolve them promptly and in accordance with regulations.
The District Party Committee's Organizing Committee focuses on advising and directing the building, consolidation and improvement of the quality of cadres and party members, especially committee members and secretaries at all levels. During the activities, the role of secretaries and party cell committees in many places has been affirmed, opening up issues for party members to discuss enthusiastically, with exchanges between committees and party members, creating unity in perception and action, thereby contributing to improving the quality of party cell activities.
Comrade Dang Dinh Trinh, Party Cell Secretary, Director of Yen Mo District Construction Investment Project Management Board said: Due to the nature of the work related to the construction sector, each cadre, party member and employee of the Board must always be proactive, update information, directives and management documents of superiors, grasp the provisions of law, and development orientation of the district to advise on the management and use of construction investment capital in accordance with the provisions of law.
To successfully complete this task, the Party Committee and the Party Cell held meetings and issued resolutions to lead and direct the Board to proactively innovate and be creative in performing tasks; promote the role of each cadre and Party member; create an environment and encourage and protect cadres who dare to think, dare to do, dare to take responsibility for the common good. The Party Cell also promptly commended Party members who had a spirit of innovation in working methods, styles, and manners, shortened the implementation time, improved productivity and quality of work; and severely criticized Party members who did not fully perform their assigned duties and responsibilities. Therefore, it created consensus within the Party Cell and within the agency, contributing to the successful completion of the socio -economic development targets and tasks of the district.
In 2023, the District Construction Investment Project Management Board organized bidding for 33 projects through the national bidding network, with a total value of over 351 billion VND, saving more than 7 billion VND. 100% of projects and works were implemented with quality and put into operation early, promoting efficiency.
Comrade Nguyen Thi Kim Dung, Deputy Head of the Organizing Committee of Yen Mo District Party Committee, added: In order to improve the quality of activities of all types of grassroots party organizations, the Organizing Committee of the District Party Committee has actively and proactively advised the Standing Committee and the Standing Committee of the District Party Committee to focus on directing the subordinate party committees and branches to innovate the content and methods of operation, expand democracy, both strengthen discipline and discipline, overcome formality and monotony in activities, and ensure the leadership,education and combativeness of grassroots party organizations.
One of the new points in 2023 is that the District Party Committee has piloted the application of "Electronic Party Member Handbook". Up to now, 96% of Party members have installed, logged in and used the application, thereby practically contributing to improving the quality and effectiveness of Party building work, helping Party cell committees to look up and promptly grasp necessary tasks, prepare, organize activities, as well as manage Party members.
Comrade Tran Duc Thu, Secretary of the Khanh Duong Commune Party Committee, said: Since the implementation of the "Electronic Party Member Handbook" application, it has contributed to improving the quality of Party cell activities. Currently, the Standing Committee of the Commune Party Committee only needs to access the application to easily check and monitor the maintenance of meeting time in subordinate Party cells, helping to better manage Party members. At the Party cells, updating meeting dates and times through the Electronic Party Member Handbook also helps Party members be more proactive in participating in activities and contributing ideas to build Party cell resolutions. On the other hand, Party members working far away from home can promptly grasp the situation of the Party cell through the Electronic Handbook, and Party committees at all levels can also more conveniently manage Party members. Therefore, the content and quality of Party cell activities have changed positively. The rate of Party members participating in Party cell meetings in the entire Commune Party Committee is over 90%; Many party members actively participated in speaking out to build resolutions of the party cell, contributing to improving the quality of promulgation and implementation of resolutions at the party cells...
Along with improving the quality of Party cell activities, Yen Mo District Party Committee has focused on leading the building of Party organizations and developing new Party members in non-state enterprises. In 2023, the district admitted 260 Party members, reaching 107.4% of the plan. Of which, 12 Party members were admitted in non-state enterprises, 5 Party members were religious people; 1 Party cell was established in a non-state enterprise. After being established, some Party organizations in non-state enterprises have promoted their core leadership and direction roles in developing production, business and taking care of workers' lives.
With many effective solutions, the quality of grassroots party organizations in Yen Mo district has been improved, truly becoming the political core, ensuring the leadership of the Party at the grassroots level. Leadership capacity, fighting strength, spirit of self-criticism and criticism, quality of party activities, political and ideological education, party member management, evaluation, classification, inspection, supervision, rewards, and discipline of many party committees, party chapters, and grassroots party cells have been improved. The vast majority of cadres and party members uphold the sense of responsibility, consciously practice political mettle, moral qualities, and lifestyle, regularly self-criticize and criticize, take the lead, set an example, and build close relationships with the people.
In 2023, the whole district had 94.7% of grassroots party organizations completing their tasks well and excellently; no grassroots party organizations failed to complete their tasks; 85.17% of party members completed their tasks well and excellently.
