The dispatch clearly stated that, in order to promptly and synchronously issue documents guiding the laws that take effect from July 1, 2024, promptly implement the Laws and Resolutions passed by the National Assembly at the 7th Session, remove obstacles and difficulties arising in the process of socio -economic development in localities, and strive to achieve the highest targets and goals for socio-economic development in 2024, the Prime Minister requested:
Deputy Prime Minister Le Minh Khai directed the Ministry of Home Affairs to urgently develop a draft Decree regulating basic salary levels and bonus regimes for cadres, civil servants, public employees and armed forces;
The Ministry of Labor, Invalids and Social Affairs urgently develops a draft Decree on adjusting pensions, social insurance benefits and monthly allowances, a draft Decree on the level of benefits and preferential allowances for people with revolutionary contributions, a draft Decree on the standard level of social assistance, and submits it to the Government for promulgation on June 30, 2024 for implementation from July 1, 2024 in accordance with the Resolution of the National Assembly.
Direct the Ministry of Planning and Investment to urgently coordinate with relevant ministries and agencies to complete the draft Decree on the establishment, management and use of the Investment Support Fund in accordance with the Government's Resolution No. 101/NQ-CP dated June 29, 2024, and submit it to the Government no later than July 5, 2024.
Direct the State Bank and the Ministry of Finance to urgently complete and submit to the Government for promulgation Decrees guiding the Law on Credit Institutions and the Law on Prices, ensuring that they take effect simultaneously with the laws, leaving no legal gaps.
The Prime Minister requested Deputy Prime Minister Tran Hong Ha to direct the Ministry of Natural Resources and Environment; Ministry of Finance; Ministry of Agriculture and Rural Development; Ministry of Labor, Invalids and Social Affairs; Ministry of Home Affairs and People's Committees of provinces and centrally run cities to urgently develop and submit to the Government and the Prime Minister for promulgation or promulgate under their authority documents guiding the implementation of the Land Law, ensuring that they take effect simultaneously with the Land Law, leaving no legal gaps.
Direct the Ministry of Industry and Trade to coordinate with the Government Office to urgently complete the draft Decree regulating the mechanism for direct electricity purchase and sale between renewable energy power generation units and large electricity users, submit it to the Government for signing and promulgation on June 30, 2024, complete the draft Decree regulating the mechanism and policies to encourage the development of self-produced and self-consumed rooftop solar power, and the draft Decree regulating the mechanism for developing gas plant projects using natural gas, submit it to the Government for promulgation before July 15, 2024.
The Prime Minister requested Deputy Prime Minister Tran Luu Quang to direct the Ministries of Planning and Investment; Finance; Industry and Trade; Construction; Culture, Sports and Tourism; Transport; Public Security; State Bank; State Capital Management Committee at Enterprises; People's Committees of Thanh Hoa, Ha Tinh and Quang Tri provinces to review the progress and results of the implementation of projects and key cooperation contents in the Vietnam - Laos cooperation relationship, identify existing problems and difficulties and direct timely and effective handling before July 3, 2024.
The Prime Minister requested Deputy Prime Minister Le Thanh Long to direct the Ministry of Justice to urgently develop and submit to the Prime Minister for promulgation a Decision on the list and assign the agency to preside over the drafting of documents detailing the implementation of laws and resolutions passed by the 15th National Assembly at the 7th Session before July 15, 2024.
Urgently implement the Government's resolution in Resolution No. 82/NQ-CP dated June 5, 2024, submit to the Prime Minister the establishment of a Steering Committee headed by the Government leader and with a number of ministers as members to direct ministries, agencies, and localities to review problems in legal regulations, especially in the fields of investment, land, construction, housing, public investment, and state-owned enterprises.
