Specifically, Nam Dinh City has 9 wards: Vi Xuyen, Truong Thi, Tran Hung Dao, Quang Trung, Nam Phong, Cua Bac, Hung Loc, Nam Van, Nang Tinh and My Loc commune.

Xuan Truong District comprises 13 communes: Tho Nghiep, Xuan Phuc, Xuan Chau, Xuan Thuong, Xuan Hong, Xuan Ngoc, Xuan Giang, Xuan Tan, Xuan Thanh, Xuan Ninh, Tra Lu, Xuan Phu, Xuan Vinh, and Xuan Truong town.
Hai Hau District has 21 communes: Hai Chau, Hai Hoa, Hai Phu, Hai An, Hai Tay, Hai Tan, Hai Ninh, Hai Duong, Hai Nam, Hai Loc, Hai Phong, Hai Hung, Hai Quang, Hai Minh, Hai Xuan, Hai Giang, Hai Son, Hai Dong, Hai Anh, Hai Trung, Hai Long and 3 towns: Thinh Long, Yen Dinh, Con.
Nam Truc District comprises 10 communes: Nam Tien, Nam Cuong, Nam Thai, Nam Hong, Nam Hoa, Nam Hai, Nam Dien, Dong Son, Nghia An, Tan Thinh, and the town of Nam Giang.
Nghia Hung District has 17 communes: Nghia Thang, Nghia Loi, Nam Dien, Dong Thinh, Hoang Nam, Nghia Chau, Nghia Thai, Nghia Trung, Nghia Son, Nghia Lac, Nghia Hong, Nghia Phong, Nghia Phu, Nghia Lam, Nghia Hung, Nghia Hai, Nghia Thanh and 3 towns: Rang Dong, Lieu De, Quy Nhat.
Previously, the Provincial People's Committee issued Plan 139/KH-UBND dated October 16th on implementing the National Criteria for Commune Health Stations until 2030 in the province. The goal is to strive for 90% of communes, wards, and towns in the province to be recognized as meeting the national health criteria by 2026. By 2028, all communes, wards, and towns in the province will be recognized as meeting the national health criteria.
