Lesson 1: Don't wait for the next thing to happen.
Immediately after the 90-day and night campaign was launched, localities had many creative, effective and drastic measures. As of June 15, localities had basically completed the measurement and counting work, and started posting the decision approving the compensation, support and resettlement plan.
Day of measurement, night of pricing
Returning after measuring and counting a number of households in Thong Nhat commune in the late afternoon, at exactly 8:00 p.m., members of Working Group No. 2 ( Lao Cai city) led by Mr. Nguyen Quoc Luc were present at the office of the City Construction Investment Project Management Board to coordinate, synthesize data, and proceed with pricing.

Mr. Luc said that because Thong Nhat commune had adjusted the route compared to the original plan and was handed over last, the statistics and counting work was carried out later. To keep up with the general progress, the land clearance teams in other communes and wards are gathering here.

Along with Mr. Luc’s team, more than 20 members of 4 other working groups were also urgently entering data and reviewing information on the map. Issues that did not have specific instructions were discussed and exchanged directly to resolve them. If one did not notice that it was already late at night outside the window, no one would think that this was an evening shift.

The railway line passing through Lao Cai city is 15.3 km long, affecting about 200 households and more than 100 organizations. Comrade Nguyen Quoc Huy, Chairman of Lao Cai City People's Committee, said that compared to the route direction, the section passing through the city is not long, but the volume of land clearance is very large, the locations of land acquisition from people have high profitability. Just counting more than 100 facilities in Dong Pho Moi Industrial Park, Dong Pho Moi Industrial Cluster and Son Man Industrial Cluster with very large assets, many types of equipment not included in the price list caused many difficulties for the implementing staff.

In Bao Thang district, the staff doing the statistics and counting work almost had to do twice as much work. The reason is that since the first quarter of this year, after the Railway Project Management Board and the consulting unit provided the route plan, the District People's Committee directed the preliminary measurement, however, according to the plan provided later, almost the entire route centerline was changed.
On May 28, 5 days after Lao Cai province launched the 90-day and night peak competition, Bao Thang district completed the measurement and counting of nearly 90% of households. The land clearance teams worked without days off, regardless of rain or shine, a working day started from early morning to late evening, all determined to stop when the work was done.

The way Bao Thang district works is that the measurement and counting work is done by teams at the site, then the data is sent back to the on-duty department at home to immediately apply the price. All stages are carried out sequentially, each area is neatly done, each department has a job, so that the staff can avoid having to take on too much work.
Comrade Do Ba Hung, Vice Chairman of the District People's Committee, went around checking and urging the situation in the communes, promptly grasping difficulties and obstacles to promptly resolve them. The Vice Chairman of the District People's Committee's phone continuously updated the progress to directly coordinate the site clearance teams.
Previously, Bao Thang district also quickly carried out site clearance to serve the construction of the 500KV Lao Cai - Vinh Yen power line. When asked if the district had applied any experience from this power line project, Vice Chairman of the District People's Committee Do Ba Hung said that each project has its own characteristics. The district's experience is to create consensus among the people right from the beginning of the project implementation, called "a smooth start will make a smooth end". The Vice Chairman of the District People's Committee also frankly said that the process of measuring, counting, and implementing site clearance compensation will certainly have problems and opinions among the people, so we direct the staff to increase explanations and flexibly apply policies in a reasonable and appropriate manner.

Meanwhile, Bao Yen district, with experience in site clearance for the Sa Pa Airport Project, has dispatched an entire "framework" of officials from the District Project Management Board and the Department of Agriculture and Environment to work in Cam Con commune. All professional positions in the field, the work of measuring, counting, and verifying the origin of the land are carried out on the spot, so the people's problems and recommendations are resolved immediately.
In Tan An and Tan Thuong communes (Van Ban), the district's working groups also rented houses near the site clearance area to directly count, count, and complete the valuation dossier right at the scene. Although many regretted the loss of houses and assets in the site clearance area, the affected households all understood that this was a national key project, so they all created favorable conditions for the measurement and counting work.
Parallel deployment of tasks
The Lao Cai - Hanoi - Hai Phong railway construction investment project was approved by the National Assembly in Resolution No. 187/2025/QH15 dated February 19, 2025 with a total main line length of 390.9 km; the section in Lao Cai province is about 66.1 km long, passing through Lao Cai city and the districts of Bao Thang, Bao Yen, and Van Ban. The total investment capital is 203,231 billion VND, equivalent to 8.37 billion USD, striving to be completed by 2030 at the latest.

The project has strategic significance in forming a railway transport network in the North, running along the East-West corridor, connecting the Northwest region with the delta and Hai Phong seaport - one of the largest maritime centers in Vietnam. At the same time, connecting railway transport with China, directly the Southwest region of China - an area with over 500 million people and is developing very strongly; from here, it will continue to connect with railways of Asian and European countries, creating strong development momentum, creating new development space, accelerating the process of urban, industrial, tourism, service development... in localities along the corridor.
For Lao Cai province, this is a historic, unique opportunity for the province to make a breakthrough, shape its future development for decades to come, and contribute to soon making Lao Cai a center for economic trade connection between Vietnam and ASEAN countries with the Southwest region of China.

The project will create great opportunities for businesses inside and outside the province to participate in the construction process, supply materials and logistics services, while creating thousands of jobs and livelihoods to help people increase their income and improve their lives.
Therefore, the project has received close and regular attention and direction from the leaders of the Party, State, Government and central ministries and branches. The National Assembly has issued specific mechanisms and policies for implementation, demonstrating strategic priority for the development of railway infrastructure.
Investment preparation work is being carried out quickly, synchronously, and drastically, with very high progress requirements, striving for the project to start construction on December 19, 2025.
Along with the great opportunity is the huge amount of work, especially site clearance, with the area of land to be recovered being 652 hectares, relocating 774 households and 104 production facilities. This is an unprecedented task in terms of scale and nature, requiring the synchronous, comprehensive and drastic participation of the entire political system. Lao Cai Provincial Party Committee has established a Site Clearance Steering Committee headed by the Provincial Party Secretary, issued a detailed plan and directed decisively with the goal of completing statistics and counting in May 2025, paying compensation in June 2025 and striving to hand over the site in August 2025.

At the conference to launch the peak emulation campaign "90 days and nights to complete site clearance for the Lao Cai - Hanoi - Hai Phong railway construction investment project (section through Lao Cai province)", comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested the entire provincial political system to seriously implement site clearance work in accordance with the direction of the Prime Minister, organize and implement parallel and simultaneous work, resolutely not to let the later work wait for the previous work, "not enough work during the day, take advantage of working at night", work "through holidays, through Tet, through days off".
Requires party committees at all levels to uphold their sense of responsibility, clearly identify the task of implementing the project's site clearance as an important political task in the direction and operation; unite, have the highest determination, be proactive, creative, dare to think, dare to do for the benefit of the nation, people and Lao Cai province.
