ACV: Awarding the 35,000 billion VND Long Thanh airport bid package according to regulations

Vietnam Airports Corporation (ACV) affirmed that the passenger terminal bidding package at Long Thanh airport project has been reviewed in accordance with regulations and objectively.

On August 9, ACV representative said that they had sent a written response to three consortiums participating in package 5.10 at Long Thanh airport project, including: Hoa Lu, Vietur and CHEC - BCEG - Vietnam Contractors, after receiving a request from Hoa Lu consortium regarding the results of technical document evaluation.

ACV representative affirmed that the bidding process evaluated the technical proposal based on the criteria, ensuring the correct order and procedures as prescribed. The bid solicitor has sent documents requesting the bidders to supplement the contents that need to be clarified in accordance with regulations, ensuring objectivity.

All documents in the bidding process are evaluated by a team of experts and independent units. In case the contractor does not agree with the results of the investor, the contractor has the right to send a written document to the competent authority. Regarding the reason for winning or not winning the bid, the investor will notify when there is a decision approving the results of the contractor selection.

Currently, ACV is evaluating the financial documents of the Vietur Joint Venture - the only contractor selected after the technical evaluation round. It is expected that on August 22, ACV will announce the results of the evaluation. If Vietur is selected, the investor and contractor will negotiate the contract contents and sign the construction contract.

Last week, after being eliminated from the technical evaluation round of the 5.10 package, Hoa Lu Consortium led by Coteccons filed a complaint against Vietur Consortium, consisting of 10 enterprises, led by IC Istas Construction Industry and Trade Group (part of IC Holdings of Türkiye).

Hoa Lu said "there is evidence" that the leading member of the Vietur Joint Venture, IC Holdings, violated bidding regulations and was not qualified to meet technical requirements.

On the website, contractor IC Holdings (Türkiye) introduced that it had built Pulkovo airport in Russia, Varna Burgas airport in Bulgaria, and the rest were airports in its home country Türkiye.

The Hoa Lu consortium, led by Coteccons, includes eight contractors, including Hoa Binh , Central, An Phong, Delta, Unicons, Thanh An and Power Line Engineering (PLE - Thailand). According to data, PLE is a Thai company, the only "foreigner" in the consortium. PLE was established in 1988 and currently owns five subsidiaries. In the airport sector, in 2020, PLE completed a satellite airport in Bangkok. In the past three years, the company has also received several projects from the Thai government as a subcontractor.

The Long Thanh airport construction project is a national key project consisting of many component projects, of which the 5.10 package for construction and installation of passenger terminal equipment with a total value of more than 35,000 billion VND is the largest item.

In the first bidding round, there was only one contractor participating, the Conteccons - Vinaconex - Central - Phuc Hung Holdings - REE - Hoa Binh - HAWEE Joint Venture. ACV failed to pass the bidding round and conducted a second bidding round.
