According to the National Center for Hydro-Meteorological Forecasting, at 8:00 p.m. on July 18, the center of the storm was located at about 19.3 degrees North latitude; 122.5 degrees East longitude, in the sea northeast of Luzon Island (Philippines). The strongest wind near the center of the storm was level 8-9 (62-88 km/h), gusting to level 11. The storm moved northwest at a speed of about 25 km/h.

At 8:00 p.m. on July 19, the storm moved in a West-Northwest direction in the northeastern sea area of the North East Sea, about 850 km east of the Leizhou Peninsula (China). The storm entered the East Sea at a speed of about 20-25 km/h and strengthened; the strongest wind was level 10, gusting to level 12. The affected area was the eastern sea area of the North East Sea. Disaster risk level 3.

As of 8:00 p.m. on July 20, the storm was moving mainly in a westerly direction, about 270 km east-northeast of Leizhou Peninsula (China) at a speed of about 20 km/h and was likely to strengthen. The strongest wind was at level 11-12, gusting to level 14. The affected area was the northern sea area of the North East Sea. Disaster risk level was level 3.

At 8:00 p.m. on July 21, the storm moved west-southwest over the Gulf of Tonkin at a speed of about 20km/h and gradually weakened. The strongest wind was at level 10-11, gusting to level 14. The affected area was the northwest sea area of the North East Sea and the Gulf of Tonkin. Disaster risk level 3.

From the next 72 to 120 hours, the storm will mainly move in the West Southwest direction, traveling about 10-15 km per hour and continue to weaken further.

Due to the influence of the storm, the eastern sea area of the North East Sea has gradually increased winds to level 6-7, the area near the storm's eye has winds of level 8-10, gusting to level 12; waves are 3-5m high, and the sea is very rough.

Ships operating in the above mentioned dangerous areas are likely to be affected by storms, whirlwinds, strong winds and large waves.

* At a meeting with relevant ministries and branches on response to storm Wipha (storm No. 3) held by the Ministry of Agriculture and Environment on the afternoon of July 18, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep said that storm Wipha has many similarities with storm Yagi.

“When entering the East Sea, the storm will also strengthen, so it seems similar, but hopefully it will not be as strong as Typhoon Yagi. If the storm dissipates at sea, that would be better, but we should not be subjective,” said Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep.

Storms No. 1 and 2 had almost no impact, but the leader of the Ministry of Agriculture and Environment affirmed that Storm No. 3 will definitely impact our country, causing rain, wind, floods, and landslides. Therefore, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep noted that the Department of Dyke Management and Natural Disaster Prevention and Control should pay attention to the risk of landslides.
