The delegation conducted a field survey of the entire route from the intersection of National Highway 28B and National Highway 20 in Ta Hine commune to Luong Son commune and worked with local authorities and relevant units.

According to the Department of Construction's report, as of September 8, 2025, the project has cleared 94% of the land area, equivalent to 64.4/68.49 hectares. Along the construction route, 62km/68km (91.1%) of the land has been handed over to the investor, with 6km remaining unhanded over. On the construction site, contractors have implemented 41/68km of crushed stone base course and 33/68km of compacted asphalt concrete paving.
However, construction progress remains slow compared to requirements. The relocation of technical infrastructure is still facing many obstacles; only 7,676 out of 12,021 meters of water supply pipelines and 30 out of 81 medium-voltage power line locations, 3 low-voltage poles, and 42 residential power poles have been relocated. Meanwhile, some sections of the route have available land but construction has not been carried out in a timely manner.

Local authorities in the areas where the project passes through have stated that the biggest difficulty currently is the slow payment of compensation, with some households not yet agreeing to hand over the land. In addition, the determination of land boundaries related to the Dai Ninh hydropower project has not been definitively resolved, causing obstacles in the compensation dossier preparation process.
Local authorities also reported a lack of close coordination between the construction unit and the local government. The construction plan was unclear, leading to difficulties in disseminating information, mobilizing people, and supporting land clearance efforts.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep assessed that, compared to the previous month, the project had some positive developments but had not yet met the requirements. The Vice Chairman pointed out that the progress of the project's components was "extremely slow." There was a shortage of equipment and personnel, and contractors had not yet organized synchronized construction along the entire route.

Regarding land clearance work, Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep requested that this is the primary responsibility of the local authorities where the project passes through, but it must be done with close coordination between the investor, consulting unit, and supervisory unit.
The land valuation and approval process has been completed, and relevant units must urgently develop compensation plans in September. Compensation must be paid to residents no later than October 30, 2025, with at least 30-40% of households receiving payment before October 15.

Regarding the investor and contractor, the Vice Chairman of the Provincial People's Committee requested immediate rectification of shortcomings. Construction should be carried out immediately on the handed-over area, with work completed neatly as each section is finished, and the completed sections should be put into operation as soon as possible, without affecting the lives of the people.
The Vice Chairman of the Provincial People's Committee directed a review of the progress of each contractor, linking responsibility to the quality and safety of the project. At the same time, traffic control personnel were assigned to the construction sites to ensure safety.
