Agribank has implemented many programs for private economic households with lower interest rates than normal loans.
Agribank and the mission of accompanying the private economy
Resolution No. 68-NQ/TW of the Party Central Committee issued on May 4, 2025, affirms the need to develop the private economic sector into an important driving force of the socialist-oriented market economy. This is not only a major policy but also a guideline for actions of all levels and sectors, especially financial institutions and banks - the "blood vessels" that provide resources for businesses.
In that context, Agribank is not only a state-owned commercial bank but also a strategic partner, a pioneer in realizing the spirit of Resolution 68-NQ/TW. From the position of serving "Tam Nong", Agribank is expanding its role to become a trusted companion of the private economic sector, especially in remote areas - where businesses and business households still face difficulties in accessing capital and financial services.
Agribank affirms to devote strong resources to support the private economic sector, especially small and medium enterprises. Investment credit capital for this sector accounts for about 80% of total outstanding loans, equivalent to nearly 1.4 million billion VND. Of which, private enterprises with a scale of over 400 trillion VND account for 90% of outstanding loans for corporate customers, an increase of more than 25% in the past 5 years.

Promoting capital flows, digitalization and green credit
With a spirit of innovation and responsibility, Agribank has implemented many preferential credit programs for private enterprises and business households. In 2024, the bank implemented 20 credit programs, most of which were aimed at the private economic sector. In early 2025, there will continue to be 9 preferential programs focusing on import and export, production and business, and small and medium enterprises.
Specifically, the preferential credit program for small and medium enterprises in 2024 has a scale of 70,000 billion VND, increased from 50,000 billion VND in October 2024. Participating enterprises enjoy interest rates 1.5% lower than usual. In addition, consumer and production business loan packages with preferential interest rates of 1-2% are also widely deployed. Agribank also pioneered in allocating 50,000 billion VND in loans to encourage the development of high-tech agriculture and clean agriculture, reducing interest rates from 0.5% to 1.5% / year for customers participating in the production chain.
Along with credit capital, digital transformation is considered a key priority. Agribank's E-Mobile Banking application allows customers to open accounts online, pay bills, and transfer money quickly. Agribank Plus, launched in mid-2024, is designed according to the "PLUS" criteria - Excellence, Leadership, Connectivity and Intelligence - to increase convenience and enhance experience. Agribank is also actively developing the SME segment in digital banking and promoting cashless payments in rural areas, supporting business households to have transparent cash flow.
In addition, Agribank is a pioneer in the field of ESG and green credit. Outstanding green credit reached VND 28,774 billion, of which renewable energy accounts for more than 53%, sustainable forestry nearly 24%, and the rest is green agriculture. Agribank prioritizes funding for renewable energy, clean production and circular economy, while supporting businesses to access ESG to enhance brand reputation.
Loan Hoan Seafood Farming, Purchasing, Import-Export Cooperative (Loc Ha, Ha Tinh) thanks to loan capital from Agribank has had more opportunities to expand production scale.
In addition to capital and digitalization, Agribank maintains close relationships with local authorities, industry associations and businesses. In Ho Chi Minh City, in 2024, Agribank participated in the Bank-Business Connection Dialogue Conference, signing a contract to support 12 customers with a total outstanding loan balance of more than 70 billion VND. In An Giang, the bank coordinated with departments, branches and associations to support more than 40 businesses through policy credit programs, startups and problem solving.
Thanks to synchronous solutions, Agribank ended 2024 with total assets of VND2.2 million billion, up nearly 10%; capital reaching more than VND2 million billion, up 7.6%; outstanding loans to the economy reaching more than VND1.7 million billion, up 11% over the previous year. The proportion of outstanding loans to agriculture and rural areas remained above 65%, demonstrating a steadfast orientation to serve "Tam Nong" and support the private sector.
Credit growth in 2024 exceeded the set target and was higher than that of 2023, thanks to 17 preferential credit programs with a total scale of 457 trillion VND. Financial access in rural and mountainous areas has improved significantly.
In addition to the figures, many typical stories show the effectiveness of Agribank's cooperation. Loan Hoan Cooperative for Aquaculture, Purchasing, Import and Export of Seafood (Loc Ha, Ha Tinh) thanks to loans from Agribank has expanded production, transformed into a high-tech agricultural model, and brought products to the international market. In Long An, Mr. Le Van De's business household has invested 600 million VND, of which 300 million VND was borrowed from Agribank, to develop a high-tech hydroponic vegetable growing model. Thanks to quick loan procedures, taking only 1-2 days, he was able to deploy production on time.
These results not only demonstrate the role of Agribank in realizing Resolution 68-NQ/TW, but also affirm that the bank is an important support to help the private economy develop sustainably, responsibly and integrate internationally.
