Algeria sets coffee price ceiling and profit margin for importers

Faced with the situation of high coffee prices, the Algerian Government issued Decree No. 24-279 dated August 20, 2024 regulating the ceiling price for coffee consumption and the ceiling profit margin when importing as well as distributing, wholesaling and retailing this item in the local market.

According to Article 2 of the Decree, the ceiling price of coffee when consumed (including all taxes) is set as follows: 1 kg of green, roasted or ground Arabica coffee beans has a selling price of 1,250 Algerian Dinas (9.45 USD) and 1 kg of green, roasted or ground Robusta coffee beans has a selling price of 1,000 Algerian Dinas (7.56 USD).

The profit margin for importing green coffee beans for resale in their original state is a maximum of 3% based on customs value (according to Article 3 of the Decree). Article 4 stipulates that the profit margin applicable to products made from imported green coffee beans for processing is a maximum of 4% based on cost price.

According to Article 5, the units under the Ministry of Trade and Export Promotion must periodically publish on official websites as well as other appropriate means the reference price of green coffee beans applied in the international market. To enjoy the compensation for the difference according to Article 8, the relevant enterprises must compare the above reference purchase price.

Enterprises importing green coffee at prices exceeding the reference price must submit documents to the Clearing Committee (chaired by the Minister of Trade) for assessment of subsidies (Article 14). If these documents are found to be unfounded, the application for clearing will be rejected.

If approved, a compensation amount will be provided to enterprises importing green coffee beans from the State budget to ensure the maintenance of the ceiling price when consuming according to Article 2 of the Decree. This compensation amount is only for imported coffee serving the domestic market.
