“The people’s strength is very great. Mass mobilization is very important. If mass mobilization is poor, everything will be poor. If mass mobilization is skillful, everything will be successful.” Keeping in mind Uncle Ho’s teachings, the provincial Border Guard force always actively promotes mass mobilization with many policies and synchronous and effective solutions. Thereby, it aims to promote the combined strength to firmly protect the territorial sovereignty and national border security.
A fulcrum for fishermen to go offshore and stick to the sea
More than 4 months have passed since storm No. 3 made landfall in Quang Ninh , but fishermen as well as people in border and island areas still remember the timely help of the Border Guard soldiers. Ms. Pham Thi Hong (born in 1975), residing in Hung Thang ward, Ha Long city, is one of the fishermen who was rescued from the fierce storm by soldiers of Border Guard Squadron 2 (Provincial Border Guard). She said: On the night of September 7, 2024, big waves and strong winds caused many of our fishing boats anchored to take shelter from the storm at Vung Chua island to capsize. In an unexpected situation, we fishermen could only swim quickly to the nearby rocky mountain to avoid the storm. Fortunately, on the morning of September 8, we were rescued by the Border Guard force. At that time, the wind was still strong, the waves were still big, but they did not fear the danger, finding a way to bring 11 of us safely to the mainland.
Not only participating in search and rescue during and after the storm, the Border Guard is also one of the main forces participating in preventing and overcoming the consequences of storm No. 3 in the province. To proactively prevent, combat and respond to storm No. 3, as soon as there was forecast information, the Provincial Border Guard Command organized working groups to inspect and direct the preparation and response work for storm No. 3 at affiliated agencies and units; assigned the Border Guard leaders and working groups of the Ministry of Agriculture and Rural Development, the Provincial Party Committee, and the Provincial People's Committee to directly inspect and respond to the storm. The unit maintained 100% of its personnel on duty; arranged 220 comrades with 2 ships, 12 cars, and 10 high-speed boats on mobile duty, ready to respond and handle any situations that arise.
The Provincial Border Guard Command also deployed 285 vehicles with 864 officers and soldiers to stay close to the area, helping people reinforce and secure the houses of 126 households, 208 boxes, cages, and rafts, moving 128 households/415 people to storm shelters; coordinated to notify and call on 7,464 vehicles/14,246 fishermen and 2,230 boxes, cages/1,138 people in the border area to grasp the situation and proactively take shelter to ensure safety, and fired 36 storm warning flares according to regulations.
Colonel Nguyen Van Thiem, Commander of the Provincial Border Guard Command, said: Immediately after the storm dissipated, the Provincial Border Guard Command directed units to deploy forces to coordinate search and rescue at sea. Thereby, 14 fishermen were successfully rescued from a ship in distress at sea; coordinated with the Coast Guard to search for 43 crew members in distress at sea and brought them safely to shore... Along with that, the Border Guard agencies and units also focused on overcoming the consequences caused by the storm, including urgently cleaning up and temporarily repairing damaged structures and fallen trees. The unit also deployed 384 vehicles with 1,067 officers and soldiers to participate in the area, helping people overcome the consequences of storm No. 3; mobilized more than 300 officers and soldiers to participate in the 7-day and night peak campaign to overcome the consequences and clean up the environment.
Quang Ninh province is a land rich in potential and geographical advantages for developing the fisheries industry with over 6,100km2 of water surface, sea area, with thousands of large and small islands, many bays, and diverse and rich ecosystems. Quang Ninh fishing grounds are identified as one of the four key fishing grounds of the country with many aquatic species of high economic value. To help fishermen feel secure in going offshore, the Border Guard force has always accompanied the people from their daily life to their offshore activities. In particular, focusing on promoting propaganda for fishermen to strictly implement regulations on aquatic exploitation and environmental protection. Mobilizing fishermen to effectively implement the mass movement of self-management of fishing grounds, wharves, security and order in sea and island areas; strictly comply with the Party's guidelines and policies, the State's laws, local regulations on marine environmental protection and participation in socio -economic development. During their work at sea, fishermen have provided thousands of pieces of information to the Border Guard force to promptly serve the work of protecting and maintaining the sovereignty and security of the country's sea and island borders.
Sharing with us, Lieutenant Colonel Nguyen Van Hieu, Deputy Commander of Border Guard Squadron 2, said: Identifying fishermen as important eyes and ears in protecting sovereignty, security and order at sea, Squadron 2 regularly innovates and improves the quality of mass mobilization work; propagating and educating fishermen about knowledge of sea and island sovereignty, regulations on fishing and aquatic exploitation, measures to prevent foreign fishing vessels and fishermen from encroaching on national waters...
The border is home
For each officer and soldier of the Quang Ninh Border Guard, in the process of performing the task of protecting the national border sovereignty, they always consider the border as their second homeland and always strive to contribute to building their homeland to be more and more prosperous and safe. To do that, the Party Committee and Command of the Quang Ninh Border Guard always direct the strengthening of the work of grasping the situation of the area and the people, propagating and mobilizing the masses to prevent and combat illegal, unreported and unregulated fishing (IUU); propagating 3 legal documents on the management of the Vietnam - China land border; the Law on National Borders, the Law on Vietnam Border Guard for officers and people in the border area. At the same time, propagating the masses to build a civilized lifestyle, fight against bad customs, and preserve the national cultural identity.
The units also proactively coordinate with local levels, sectors and organizations to develop plans and programs to mobilize agencies, businesses and individuals towards the border and islands, in order to mobilize and promote the combined strength of all classes of people and ethnic minorities to create a widespread mass movement to participate in socio-economic development and strengthen national defense and security in the border and island areas of the province. Thereby, the masses proactively, actively, voluntarily and consciously participate in protecting territorial sovereignty, border security and sea areas, contributing to significantly reducing violations of border regulations, raising national and ethnic awareness among all classes of people in the Border Guard area... In 2024, the units organized 621 propaganda sessions/1,865 officers/18,630 participants.
Border guards have well implemented the contents of registration for assistance, building typical strong villages, hamlets, border residential areas, islands and the "Skillful People's Mobilization" emulation movement in 2024; focusing on implementing support for livestock, seedlings and raising awareness among people about hygienic food and accommodation, environmental protection, economic development, households; actively participating in the program of building new rural areas, civilized and exemplary urban areas. In 2024, the Provincial Border Guard helped 6 households build "Model Gardens" with an area of nearly 30,000m2 (yellow camellia, green-skinned grapefruit, custard apple, guava gardens, etc.). Thereby, creating stable jobs for people in border areas, helping people develop the economy in a stable way, rising up to escape poverty sustainably.
The units also effectively implemented the Program "Helping children go to school - Adopted children of Border Guard Station" and the Project "Army officers and soldiers help children go to school". In 2024, the entire unit donated over 680 million VND to 111 students in especially difficult circumstances (including 4 children in Son La province).
In particular, fully aware of the importance of the culture of ethnic minorities, in recent years, the green-uniformed soldiers have been one of the key forces that have been joining hands with the people to preserve the national cultural identity, taking the lead on the cultural protection front. The Border Guard force has effectively implemented the coordination program to promote and improve the quality and effectiveness of cultural, sports, tourism and family activities on the border and islands. The propaganda work on guidelines, policies and strategies always includes contents related to the importance of preserving and promoting traditional cultural values, arousing pride in traditions among the majority of ethnic minorities.
The "Green Shirt Soldiers" always actively advise the Party Committee and the government to organize surveys and comprehensive assessments of traditional cultural values of ethnic minorities; promote surveys, collections, research, and comprehensive assessments of traditional cultural values, from culture, folk arts, to customs, festivals, family organizations, villages, clans, etc. From there, propose to build a model of cultural development in areas where ethnic minorities reside, restore many forms of traditional festival activities, and strive to preserve the culture of ethnic groups. Border guards are also a force that the people always trust and listen to when mobilizing people to eliminate bad customs and unite to build a cultural life in the villages. Many traditional festivals have been preserved and promoted thanks to the efforts of the local border guards, such as the Wind Abstinence Festival, village festivals, and sea opening festivals. The restoration of these cultural traditions is also an important step in the process of building community tourism products, contributing significantly to preserving traditional culture and ensuring livelihoods for the people.
In addition, Quang Ninh border guards also promote propaganda and mobilize the masses to strictly comply with the Party's guidelines and policies, the State's policies and laws, and the task of protecting territorial sovereignty, border security, and islands. At the same time, they participate in consolidating and building political bases, developing the economy and society, and strengthening national defense and security in communes, wards, and towns on the border, sea, and islands. Thereby, creating a comprehensive and solid transformation in many fields, especially a strong change in the awareness and responsibility of the People and the entire political system in promoting all resources for economic and social development, improving the lives of ethnic minorities on the border, sea and islands, actively participating in building the "National Defense Position", "People's Security Position", the all-people Border Guard, a solid people's heart position, contributing to promoting the strength of the entire political system, the entire people participating in management, firmly protecting the sovereignty, territory and national border security.
