In Vietnam, cyber attacks not only target businesses but also target essential national systems, including banking, energy, state organizations and even press and news agencies. This reality poses an urgent need to improve cyber security defense capabilities nationwide.
Big Threat from Ransomware Attacks
In 2025, Ransomware continues to emerge as one of the most serious threats to cybersecurity in Vietnam and globally. Although authorities have proactively deployed many prevention and response solutions, cyber attacks still occur with increasing frequency and sophistication.
Speaking to reporters, Lieutenant Colonel Le Xuan Thuy - Director of the National Cyber Security Center (Department of Cyber Security and High-Tech Crime Prevention - A05, Ministry of Public Security ) said: "In the first 6 months of the year, we recorded many attacks, especially Ransomware attacks, which are the biggest challenge for Vietnam and the world."
In Vietnam, attacks not only target businesses but also target essential national systems, including the energy sector, state organizations, and even the systems of press agencies and news agencies. This reality poses an urgent need to improve cybersecurity defense capabilities nationwide.

In addition to ransomware, APT attacks continue to occur with increasing sophistication. According to Lieutenant Colonel Le Xuan Thuy, although the rate of APT attacks has decreased slightly compared to before, the attacks are becoming more complex and using more sophisticated techniques.
Many units have not seen the potential risks from digital space.
In addition to technical factors from the attacker's side, a key issue that makes systems vulnerable to intrusion is due to weaknesses in awareness and investment orientation in cybersecurity.
Lieutenant Colonel Le Xuan Thuy frankly said that the awareness from leaders to those in charge of cyber security in many units is still not high. Therefore, they have not properly assessed the importance as well as the level of risk from complex cyber attacks like today. This is a serious 'gap', when those who have the power to make decisions have not yet fully seen the potential risks from 'digital space.'
Furthermore, the diversity and complexity of technical solutions on the market also confuses many agencies and organizations. "There are too many techniques being introduced, too many solutions being introduced by technology companies as well as experts, making information system managers not know where to start or how much is enough," said Lieutenant Colonel Thuy.

To address this issue, the National Cyber Security Center is developing a set of guidelines as a "compass" to help organizations assess their defense capabilities, determine what to prioritize, and quantify the state of system security at a specific level. This is a practical step to standardize the approach to cybersecurity in a context of limited resources.
Lieutenant Colonel Le Xuan Thuy also emphasized that Vietnam is currently quite weak and new in the field of early warning information on cyber security.
That is why A05 and the National Cyber Security Association have built a Cyber Security Information Sharing Platform to help warn and prevent cyber attacks. Organizations can rely on it to identify risks to proactively prevent and enhance detection capabilities. This is a model similar to "digital reconnaissance" systems that help warn of risks early, before damage occurs.
This platform allows organizations such as banks, businesses and government agencies to update the identification signs, attack behaviors, malicious code samples... detected at another organization, thereby proactively deploying corresponding defense measures.
This is a 'mutual protection' approach in the digital environment, where an attacked organization can become a valuable 'data mine' to protect other organizations if information is shared properly, promptly and systematically.
Along with early warning, raising public awareness is becoming one of the strategies in ensuring national cybersecurity. According to Lieutenant Colonel Thuy, A05 has launched a program in coordination with a number of social networking platforms to propagate the identification of forms of fraud, malware, account hijacking, etc. to help people raise their vigilance in the digital environment.
"We are implementing a communication program to raise awareness among people, helping them identify risks and signs of fraud in cyberspace. In addition, we also need cooperation from press and media agencies in providing warning information to the community," said Mr. Thuy./.
