(NLĐO) - Helping victims in the Van Thinh Phat case feel secure about compensation, and reassured that they can "stay at home" and wait for their turn to be processed.


This was a request made by the Secretary of the Ho Chi Minh City Party Committee, Nguyen Van Nen, at a working session between the Party Committee of the Ministry of Justice and the Standing Committee of the Ho Chi Minh City Party Committee on the afternoon of December 11th. The working session aimed to improve the effectiveness of coordination in leadership and direction of judicial work and civil enforcement in Ho Chi Minh City.

Ho Chi Minh City Party Secretary Nguyen Van Nen strongly agreed with the Ministry of Justice's viewpoint. That is, there must be an inter-agency steering committee to organize the enforcement and recovery of assets lost or misappropriated in the Van Thinh Phat case. Accordingly, this steering committee will mobilize forces to participate in the enforcement of the judgment in the Van Thinh Phat case in the coming time.

The Secretary of the Ho Chi Minh City Party Committee emphasized the need for adequate resources. At the same time, a concrete plan is required to ensure that the more than 43,000 victims in this case can rest assured and have their cases resolved.

Mr. Nguyen Van Nen requested that during the compensation process, technology should be applied to communicate with the victims. This would help the victims feel secure in receiving their compensation. He emphasized that victims should be able to "stay at home" and wait for their turn to be processed.

The Secretary of the Ho Chi Minh City Party Committee expressed confidence that the Ministry of Justice and Ho Chi Minh City will cooperate well and successfully complete the enforcement of judgments in the Van Thinh Phat case and other tasks.

Earlier, at the meeting, Deputy Minister of Justice Mai Luong Khoi reported on the preparations and anticipated challenges in enforcing the judgment in the Van Thinh Phat case. Mr. Mai Luong Khoi assessed this as the largest judgment enforcement case in the history of judgment enforcement.

Specifically, in phase 1 of the case, the Ho Chi Minh City Enforcement Agency had to enforce the judgments on a total amount of over 22,000 billion VND, over 1,000 properties, over 1 billion shares, and frozen accounts.

For phase 2, the Ho Chi Minh City Enforcement Agency is obligated to enforce over 31,000 billion VND and compensate more than 43,000 people.

"The total amount of money and assets that the Ho Chi Minh City Enforcement Agency must enforce in connection with the Van Thinh Phat case is over 50,000 billion VND. This amount is equivalent to one-third of the total amount the Enforcement Agency must enforce in 2024. The workload and the value of assets to be enforced in the coming period are enormous. This is a huge challenge!" - the Deputy Minister of Justice stated.

Regarding the difficulties, the Deputy Minister of Justice stated that the volume of real estate properties requiring processing is particularly large, located in almost all districts and counties of Ho Chi Minh City. For example, District 1 has 144 properties, District 3 has 291 properties, and Nha Be District has 518 properties...

The types of real estate are very diverse and complex (apartment buildings, more than 5 large office buildings; agricultural land, individual residential land...). Many properties are not directly registered under Ms. Truong My Lan's name, nor under the name of Van Thinh Phat , but under the names of other people.

The Deputy Minister of Justice requested the Ho Chi Minh City Party Committee and People's Committee to pay special attention to and promptly direct the organization of the enforcement of this judgment; to promptly handle and direct the resolution of any arising difficulties within the city's jurisdiction, especially those related to legal issues concerning property.
