Green economic pressure so any industry is rejected

To answer the current key question of industry filtering or emission reduction, Mr. Tran Du Lich said: "We only have one path, which is green economy , but the current key issue is emission reduction. Raising the issue of industry filtering or emission reduction is very practical because due to the lack of policy mechanisms for the goal of moving towards a green economy, it is not possible to exclude every industry."

With 30 years of experience in policy making, Mr. Tran Du Lich concluded that if the State wants businesses to do something, it must issue policies and a legal system. Businesses will do it if they see that the policy is beneficial, but if the policy is risky or not beneficial, no one will do it. So what is lacking the most now? According to Mr. Tran Du Lich, through the recent forum on green economy - circular economy towards Net Zero, it shows that Vietnam is very early on the green economy policy, with many action programs. However, there is a lack of policies. All green economy projects must be legalized to create a framework and orientation.

Citing an issue of concern, European and American countries are very strong in carbon certificates, the market for buying and selling these certificates is very active. Carbon certificates are very expensive because industrial enterprises receive quotas for these certificates, if they cannot use them all, they sell them to other enterprises, if they lack them, they buy them, but this increases the cost of products and makes them uncompetitive. Therefore, enterprises must innovate technology, otherwise they will be negative, and the longer it takes, the greater the negative will be than the financial cost. According to the project of the Ministry of Natural Resources and Environment , Vietnam plans to form a carbon market by 2025 and operate this market by 2028. This is a point that needs to be done soon, but the most important issue is how to grant quotas.

The second problem, according to Mr. Tran Du Lich, is that currently the largest contributor to emissions is the energy sector, followed by agriculture, and then industry. But in return, Vietnam has a huge potential for carbon certificates created by forests. Currently, Vietnam has a reserve of 50 - 70 million tons of forest carbon certificates. One certificate is equivalent to 1 ton of CO2 equivalent created. This is a resource that the State owns. If this is exploited, it will be an international exchange, creating resources for development. Anything that affects forests is taboo because it is an extremely large source of carbon certificates.

In this spirit, Ho Chi Minh City is very aware of green economy and circular economy, so it is implementing major issues. Firstly, it is focusing on green economy associated with green urban development. Secondly, emissions are very large for this city, especially traffic, so restructuring traffic, including reducing motorbikes... how to reduce greenhouse gas emissions. Thirdly, currently prioritizing the conversion of 17 outdated technology parks - export processing zones, choosing 5 zones as pilots. Regarding energy, focus on reducing energy consumption per unit of added value. According to current statistics, Vietnam does not need to increase energy, but if it can save 30%, it will increase the supply without increasing greenhouse gas emissions. The city focuses on this to innovate technology.

Regarding the issue of rooftop electricity. The Electricity Program 8 has been implemented, but to increase renewable energy, such as solar power, it is mandatory to have storage batteries, otherwise we will lose balance immediately when the climate and weather change. This must have a roadmap, it cannot be done quickly. In addition, the city also quickly handles waste and biomass electricity. In particular, Resolution 98 allows Ho Chi Minh City to have a mechanism for exchanging carbon certificates, determining the contribution rate of emissions and allowing budget investment, using for exchange. Currently, the city is waiting for the Government to issue a decree and instructions from the ministries. Hopefully, when there is a legal corridor, a carbon market will be built by 2025 as planned by the Government.

"For Ho Chi Minh City, there is no other way than green economy, circular economy, green urban, or most concisely, green economy, green transformation and digital transformation. These are two vital issues for Ho Chi Minh City. The city is currently pursuing this, applying Resolution 98 of the National Assembly to implement in the city's fields in the future," said Mr. Tran Du Lich.
