Floor score for teacher training majors in 2025: Ensuring sufficient recruitment sources and quality

Suitable for recruitment

The Ministry of Education and Training has "finalized" the minimum score for teacher training majors in 2025. Accordingly, the minimum score for university-level teacher training majors is 19 points. The minimum score for Physical Education, Music Pedagogy, and Fine Arts Pedagogy majors is 18 points, and the minimum score for Preschool Education at college level is 16.5 points.

Agreeing with the above-mentioned floor score, Associate Professor Dr. Nguyen Duc Son - Principal of Hanoi National University of Education analyzed that the enrollment target for the pedagogical major is about 40,000 students, while the number of candidates applying for admission may be 10 times higher. In addition, in previous years, the number of candidates admitted to pedagogical majors often had an admission rate of over 95%.

In particular, the Law on Teachers has been passed by the National Assembly (effective from January 1, 2026). The Law mentions many preferential policies for teachers, so it has received great attention from the public, including parents and candidates. Therefore, the group of teacher training majors is expected to attract many candidates to register for admission.

From the above analysis, Associate Professor, Dr. Nguyen Duc Son believes that if the floor score is lowered (below the threshold announced by the Ministry of Education and Training), it may go against the general spirit of: Improving the quality of the teaching staff. Therefore, the Ministry of Education and Training's decision to keep the floor score: 19 points for university level, 18 points for Physical Education, Music, Fine Arts and 16.5 points for preschool education (college level) is suitable for the enrollment of training institutions.

Sharing the same view, Associate Professor Dr. Mai Xuan Truong - Principal of the University of Education (Thai Nguyen University) said that the school's current recruitment source is mainly candidates from the northern mountainous provinces. In recent years, the school's admission scores have often been very high.

“This year, we expect that no major of the school will have a floor score below 19. In fact, this floor score is still about 5-6 points lower than the standard score of previous years,” Associate Professor Dr. Mai Xuan Truong shared and agreed with the threshold to ensure input quality for the group of teacher training majors announced by the Ministry of Education and Training. This score level helps schools recruit students for teacher training majors more easily.

In recent years, although the Ministry of Education and Training requires a minimum score of 19 points for university level for teacher training majors, in reality, the University of Education (University of Danang) often considers a standard score of 23 points or higher. Dr. Vo Van Minh - Principal of the school said that some majors related to giftedness such as: Preschool Education, Physical Education or Music Pedagogy often have a competition ratio of less than 10 candidates, the remaining number is over two digits. That shows that the attraction of the pedagogical industry is very large.

In the current context, the Party and the State pay much attention and care to the teaching staff, especially the newly promulgated Law on Teachers, so the pedagogy industry is increasingly interested by candidates. Therefore, Dr. Vo Van Minh said that this year's floor score does not greatly affect the enrollment work. Considering the general level of the whole country, this year's floor score for the teacher training group is appropriate and favorable for schools to consider.

“Supposing that the minimum score is lowered, it will certainly have certain impacts on society. In the context that the Party and the State pay much attention to teachers, but the threshold for ensuring input quality is reduced, leading to negative impacts on the education sector and making it difficult to convince society,” Dr. Vo Van Minh stated his opinion.

There is still a lot of room for teacher recruitment.

Agreeing with the above opinions, Dr. Bui Tran Quynh Ngoc - Vice Principal of Ho Chi Minh City University of Education emphasized that in order to maintain the quality of teacher training, stabilizing the floor score for university-level teacher training majors as in 2024 is necessary and consistent with objective reality. On that basis, schools will build separate floor scores for each major.

It is expected that the minimum score of Ho Chi Minh City University of Education will range from 19 to 23 points (depending on the major). It is predicted that this year's admission score for the university's pedagogical majors will be at least 23 points and at most 28 points.

Although in previous years, the minimum score for university-level pedagogy majors was 19 points, Associate Professor Dr. Doan Duc Tung - Principal of Quy Nhon University said that the lowest standard score to enter the school was 23 points, with some majors reaching 28 points. In fact, the admission score is always much higher than the minimum score. On the other hand, through the data, it shows that the recruitment source for teacher training majors still has a lot of "room" compared to the set target.

At the same time, the State has many preferential policies for teachers and the education sector such as: Tuition exemption, subsidies for pedagogical students. Coming soon (January 1, 2026), the Law on Teachers will take effect with a series of breakthrough policies for teachers. Therefore, the attraction of the education sector will be even greater. Accordingly, the recruitment of teacher training majors will have many advantages. Therefore, Associate Professor, Dr. Doan Duc Tung agrees with the floor score from 16.5 - 19 points (depending on the major and level).

From the analysis of the high school graduation exam scores and through practice, it can be seen that the recruitment of teacher training programs in recent years has been getting better and better. Deputy Minister of Education and Training Hoang Minh Son acknowledged that, along with the new Law on Teachers issued by the National Assembly, the policies to attract talented people to the teaching profession have become increasingly effective. Currently, the policies and regimes for teachers and student teachers are being implemented more smoothly than in the early years, thus attracting a large number of students to study teaching.

Deputy Minister Hoang Minh Son emphasized that, based on the floor score announced by the Ministry of Education and Training, schools can set a threshold to ensure higher input quality and the benchmark score will be higher than the floor score. With this year's floor score, we can both ensure sufficient recruitment sources and maintain the quality of teacher training majors.
