The Argentine government has just announced the "Digital Social Doppelganger" program, which applies artificial intelligence (AI) to process large volumes of data from public and private sector agencies to predict social trends, assess policy impacts, and support decision-making.
According to President Javier Milei's administration, this system aims to improve administrative efficiency, reduce data fragmentation, and optimize public spending in the context of increasingly widespread digital transformation.
However, the project is facing considerable opposition. The opposition and several digital rights organizations have called on the Argentine Congress to investigate the project's transparency. Experts warn that the large-scale centralization of data using AI could increase the risk of misuse of personal information and expand the ability to monitor citizens.
In fact, Argentina is one of the leading countries in Latin America in experimenting with AI in the public sector. Since 2017, the Buenos Aires City Prosecutor's Office has implemented an AI system called "Prometea," aimed at automating several judicial and administrative procedures.
According to the Organization for Economic Cooperation and Development (OECD), between 2017 and mid-2020, Prometea assisted in handling 658 cases related to housing, employment, and the rights of persons with disabilities, with a predicted concordance rate with prosecutors' decisions of approximately 90%.
Studies by the Inter-American Development Bank (IDB) also show that this system helps shorten the time to process bidding documents from 90 minutes to 1 minute, and reduces the time to resolve some cases from 167 days to 38 days.
Beyond the judicial sector, Argentina currently has over 45 AI-based initiatives at the provincial and municipal levels, ranging from chatbots to assist citizens to early warning systems for school dropout risks in localities such as Mendoza, Entre Ríos, and Salta.
However, experts argue that Argentina still lacks a comprehensive legal framework for AI in the public sector, particularly regarding personal data protection, accountability, and independent oversight mechanisms.
