On the afternoon of September 6, Prime Minister Pham Minh Chinh attended the 26th ASEAN+3 Summit (with China, Japan, and South Korea).
The 26th ASEAN+3 Summit reaffirmed the importance of ASEAN+3 cooperation for peace, stability, cooperation and development. In 2022, trade between ASEAN and its +3 partners increased by 10.2% to US$1,213 billion, while FDI from +3 partners into ASEAN reached US$54.8 billion, accounting for 24.5% of total FDI into ASEAN.
ASEAN+3 leaders agreed to coordinate effectively in implementing the ASEAN+3 Cooperation Plan for the 2023-2027 period, including promoting cooperation strengths in economics, trade, finance, health, etc. and expanding new areas of cooperation, focusing on innovation, ensuring food security, energy transition, climate change, etc. towards inclusive and sustainable development.
Prime Minister Pham Minh Chinh expressed his hope that ASEAN+3 will play an active and effective role in proposing feasible solutions and together overcoming current difficulties and challenges.
The Prime Minister emphasized that ASEAN+3 needs to coordinate to promote economic, trade, investment exchanges and multilateral linkages, including effectively coordinating the implementation of ASEAN+1 FTAs with each partner, China, Japan and South Korea, as well as the RCEP Agreement.
The Prime Minister suggested that ASEAN+3 expand cooperation areas, especially digital transformation, digital economy, e-commerce, Fintech, AI, green finance, green technology, etc. to create more momentum for inclusive growth, towards sustainable development, bringing practical benefits to the people. At the same time, it is necessary to coordinate to ensure food security in each country and the whole region in all situations.
The Prime Minister affirmed that Vietnam is ready to coordinate in promoting the Mekong-Lancang, Mekong-Japan and Mekong-Korea cooperation frameworks, effectively contributing to the sustainable development of the Mekong sub-region.
ASEAN+3 Summit adopts Declaration on Electric Vehicle Ecosystem Development.
All partners affirmed that they consider ASEAN as the central force in the region, committed to supporting the building of the Community, contributing responsibly and effectively to dialogue and cooperation and efforts to build an open, transparent, inclusive regional structure based on international law.
Prime Minister Pham Minh Chinh and ASEAN leaders asked the Partners to support ASEAN's common stance on the East Sea, fully and effectively implement the DOC Declaration and soon reach an effective and substantive Code of Conduct (COC) in accordance with international law and the 1982 UNCLOS, towards building the East Sea into a sea of peace, stability, cooperation and development.
The Partners affirmed their support for ASEAN's role, efforts and stance, and committed to closely coordinating to promote peace, security, stability and development in the region.
Faced with regional challenges, Prime Minister Pham Minh Chinh called on Partners to support increased dialogue, cooperation and trust building, resolving disputes by peaceful means, upholding international law with a sense of responsibility and respecting each other's legitimate interests.
