Project implementation
According to Mr. Le Minh Cuong, Director of the Can Tho City Project Management Board, as of June 30, 2025, the Project Management Board was assigned by the People's Committee of Can Tho City (old) as the investor of 20 traffic projects. Of which, 6 projects are being finalized, 8 projects are being constructed, 1 project is being invested in, and 5 projects are being proposed.
Specifically, the Chau Doc - Can Tho - Soc Trang expressway project phase 1, component project 2 has completed compensation, support and resettlement. As for technical infrastructure, there are 3 220kV high-voltage power lines being implemented by units, expected to be relocated and completed in the third quarter of 2025. As of July 8, 2025, the value of 4 main construction and installation packages and 1 traffic safety system construction and installation package is more than 2,493 billion VND, reaching a rate of 39.2%. The project to upgrade and expand National Highway 91 (section from Km0-Km7) in Can Tho City has a total affected land area of about 27.25 hectares. The total number of affected cases is 1,060 cases; Of which, 855 new affected cases and 175 (old) cases have had decisions approving funding and land recovery. As of July 8, 2025, 366/855 cases have been approved and 111/885 cases have been paid, the rest are expected to be paid before July 30, 2025. For technical infrastructure, funding has been approved to support the relocation of power systems (low voltage, medium voltage), water supply, defense and security telecommunications. Currently waiting for site handover for off-site relocation.
The construction and upgrading projects of provincial roads: 917, 918 (phase 2), 921, Kenh Ngang bridge... have not yet completed the site clearance work, affecting the construction progress. For example, as of July 8, 2025, the cumulative implementation value of Kenh Ngang bridge project is more than 14.4 billion VND, reaching a rate of 19.72%. Provincial road project 918 (phase 2), has 3 packages: construction package No. 10 started on June 24, 2025, the contractor is clearing land and gathering equipment to start construction; construction package No. 11 started on February 27, 2023, the cumulative implementation value is about 122.2 billion VND, reaching a rate of 47.02%; The construction package for lighting and traffic signals is awaiting completion. The construction and installation packages will be implemented after completion...
At the same time, the Project Management Board is implementing projects to propose investment policies for the 2026-2030 period. Specifically, the Western Ring Road project of Can Tho City (connecting National Highway 91 to National Highway 80), with a total estimated investment of about 7,500 billion VND. The Project Management Board is preparing a pre-feasibility study report and is expected to submit it for approval in August 2025. The project to develop the Mekong Delta transport network to adapt to climate change - Project 1, with a total estimated investment of about 8,780 billion VND. The feasibility study report is expected to be submitted for approval in October 2025. The project to complete the construction of the extended Nguyen Van Cu road phase 2 (from My Khanh to Phong Dien), Can Tho City, with a total estimated investment of about 1,716 billion VND. The Project Management Board has sent an official dispatch to the City Department of Finance requesting capital allocation for investment preparation so that the Board can carry out the next procedures of the project. Along with that is the project to build an overpass at intersection No. 1 (Mau Than Street - 3/2 Street - Tran Hung Dao Street) and intersection No. 4 (Nguyen Van Linh Street - 3/2 Street), with a total estimated investment of about 452 billion VND. The project to build an overpass at intersection No. 2 (Mau Than Street - Nguyen Van Cu Street - Vo Van Kiet Street), intersection No. 3 (Nguyen Van Linh Street - Nguyen Van Cu Street) and intersection No. 5 (Nguyen Van Linh Street - 30/4 Street), with a total investment of about 684 billion VND.
Capital disbursement efforts
According to the Project Management Board, the total planned capital for 2025 is about 6,116 billion VND; of which, local budget capital is about 736 billion VND, central budget capital is more than 5,258 billion VND, and extended local budget capital is more than 122 billion VND. By July 4, 2025, more than 1,507 billion VND had been disbursed, reaching a rate of 24.64%. Mr. Le Minh Cuong said: The Project Management Board has strived, focused on directing relevant units, especially construction contractors; at the same time, urgently completed project procedures to disburse the capital plan. However, the disbursement rate of the capital plan has not met the set requirements.
Regarding the reasons for the slow disbursement progress, according to the Project Management Board, the capital plan for 2025 mainly focuses on 5 projects: upgrading and expanding National Highway 91 (KM0-Km7); Chau Doc - Can Tho - Soc Trang expressway; construction and upgrading of provincial roads: 917, 918 (phase 2), 921. For example, the capital plan of 3,235 billion VND allocated in 2025 is mainly to pay for compensation and resettlement support for the project to upgrade and expand National Highway 91 (Km0-Km7). However, by July 8, 2025, the relevant units had only paid 411.18 billion VND for compensation and resettlement support. The construction and upgrading projects of provincial roads: 917, 918 (phase 2), 921, Kenh Ngang bridge... compensation and resettlement support work has not been completed and has been prolonged (from the beginning of 2023 until now). Due to many reasons such as disputes, complaints about compensation policies, no resettlement fund, undetermined land types, changes in land policies... Currently, there is no plan to establish a compensation, support and resettlement council to continue implementing the remaining projects...
To speed up the disbursement of public investment capital, Mr. Le Minh Cuong proposed that the City People's Committee soon direct relevant functional units to establish a compensation, support and resettlement council to continue to complete support and resettlement for the projects. The City Department of Finance should soon review and arrange a capital plan to prepare investment for the projects so that the Project Management Board can carry out the next procedures to ensure the set progress. The City Land Fund Development Center, relevant compensation, support and resettlement units should soon complete compensation, support and resettlement work, relocate technical infrastructure works to hand over the site to the contractor to complete the projects. In particular, the high-voltage power line of the expressway project and complete site clearance for the project to upgrade and expand National Highway 91 (Km0-Km7) to ensure construction starts on August 19, 2025 and disburse all the capital allocated by the Central Government...
Mr. Nguyen Van Hoa, Vice Chairman of Can Tho City People's Committee, requested the Project Management Board to continue to review and monitor the projects in charge, carry out tasks, and avoid interruptions. Focus on disbursing public investment capital; coordinate with relevant departments, branches and units to remove problems with compensation, support and resettlement for ongoing projects. Consider each case for implementation, report to the Standing Committee of the City People's Committee to direct and assign tasks to help complete the projects soon. For completed projects, immediately carry out settlement, do not prolong the time...
