Ba Ria - Vung Tau: Consensus reached on administrative unit restructuring and provincial merger.

The 7th term of the Ba Ria - Vung Tau Provincial People's Council recently passed a resolution approving the plan to reorganize commune-level administrative units and merge the province with Ho Chi Minh City and Binh Duong province. Nearly 99% of voters and 100% of provincial People's Council delegates expressed their agreement, affirming the political determination and unity of the entire province in reorganizing the administrative apparatus and opening up new opportunities for the development of the Southeast region.

Ba Ria - Vung Tau province will have 30 administrative units at the commune level, including 11 wards, 18 communes, and 1 special zone.

According to the plan approved at the 29th session, after the reorganization, Ba Ria - Vung Tau province will have 30 commune-level administrative units, including 11 wards, 18 communes, and 1 special zone. The merger of wards and communes will be carried out on the basis of merging the entire existing natural area and population, and arranging new headquarters at the People's Committees of the current administrative units as appropriate. All reorganized units will meet the prescribed standards, conform to the planning, and receive high consensus from the local Party committee, government, and people.

Specifically, Vung Tau City will have 5 administrative units: Vung Tau Ward (merging 8 old wards), Tam Thang Ward (merging 5 old wards), Rach Dua Ward (merging 3 old wards), Phuoc Thang Ward (merging 2 old wards), and Long Son Commune will remain unchanged. Ba Ria City will have 3 administrative units: Ba Ria Ward, Long Huong Ward, and Tam Long Ward. Phu My City will have 6 units: Phu My Ward, Tan Thanh Ward, Tan Phuoc Ward, Tan Hai Ward, Chau Pha Commune, and the remaining commune will remain unchanged.

Chau Duc District will have 6 administrative units: Ngai Giao Commune (merging 3 old units including 1 town and 2 communes), Binh Gia Commune (merging 3 old communes), Kim Long Commune (merging 3 old units including 1 town and 2 communes), Chau Duc Commune (merging 2 old communes), Xuan Son Commune (merging 3 old communes), and Nghia Thanh Commune (merging 2 old communes). Xuyen Moc District will have 5 administrative units: Ho Tram Commune (merging 3 old units including 1 town and 2 communes), Xuyen Moc Commune (merging 3 old communes), Hoa Hoi Commune (merging 3 old communes), Bau Lam Commune (merging 2 old communes), and Binh Chau and Hoa Hiep Communes will remain unchanged. Long Dat District will have 4 administrative units: Dat Do Commune (merging 4 old units including 1 town and 3 communes), Long Hai Commune (merging 3 old units including 1 town and 2 communes), Long Dien Commune (merging 1 town and 1 commune) and Phuoc Hai Commune (merging 1 town and 1 commune). Con Dao District will be transformed into the Con Dao Special Economic Zone.

The reorganized commune-level administrative units all meet the corresponding standards as prescribed, and have received the support and approval of the local Party committee, government, and people. The results of the voter consultation show a very high level of consensus, with 98.98% of household representatives approving the reorganization of commune-level administrative units and 99.32% approving the merger of Ba Ria - Vung Tau province, Binh Duong province, and Ho Chi Minh City. At the commune and district-level People's Council meetings, the percentage of delegates in agreement ranged from 91% to over 94%. At the provincial People's Council meeting, 100% of the delegates present voted in favor of these two important resolutions.

Regarding the merger plan, after the merger, the new Ho Chi Minh City will have a natural area of ​​approximately 6,772.59 km² and a population of over 13.7 million people. The administrative and political center will be located at 86 Le Thanh Ton Street, Ho Chi Minh City. The merged city will operate under a two-tiered government model, and is expected to become a new growth pole not only for the Southeast region but also for the whole country.

According to the Provincial Party Secretary and Chairman of the Provincial People's Council, Pham Viet Thanh, this administrative reorganization aims not only to streamline the apparatus and save resources, but also to create favorable conditions for urban development, administrative reform, and improving the quality of service to the people. The Provincial Party Secretary requested the Provincial People's Committee to urgently coordinate with the People's Committees of Ho Chi Minh City and Binh Duong province to finalize the reorganization plan and submit it to the Government before April 30th as stipulated.

This policy not only expands the development space for Ba Ria - Vung Tau but also contributes to creating new momentum for regional linkages in the Southeast region, aiming to become a dynamic economic center with international competitiveness.
