Ba Ria-Vung Tau - A good land for investors - Part 1: The journey of endless creation

The motto of the Ba Ria-Vung Tau provincial government is to make good efforts and then do even better in the process of creating an attractive and friendly investment environment, a reliable destination for domestic and foreign enterprises.

Vice Chairman of the Provincial People's Committee Le Ngoc Khanh discussed with businesses on the sidelines of the province's 2024 dialogue conference with businesses and investors.

Continuously improve the investment environment

Starting from May 2023, every Thursday, the Special Working Group to Remove Difficulties for Enterprises (Group 997) headed by Mr. Nguyen Van Tho, Chairman of the Provincial People's Committee, will hold meetings. Each meeting is a time to dissect and analyze the difficulties for each proposal of enterprises and investors. Issues under the authority of the departments, branches and sectors were consulted by the provincial leaders and decided right at the meeting. For issues that are still legally entangled or beyond the authority, the Chairman of the Provincial People's Committee directs relevant agencies to consult in writing to send to the central ministries and branches for comments, or to give a definitive "yes or no" answer to enterprises.

Leaders of the Provincial Industrial Park Management Board met and worked to remove difficulties and obstacles for secondary investors at Phu My 3 Specialized Industrial Park.

To date, Group 997 has completely resolved nearly 50 petitions and problems of investors in the province, related to factors such as procedures for granting and adjusting investment certificates; planning adjustments; auctions, land leases; conversion of land use purposes... Thanks to that, many projects have removed important "bottlenecks" to be implemented on schedule. Group 997 is one of the administrative reform models, improving the effectiveness of public administration, which is highly appreciated by the business community, organizations, units and localities nationally.

Provincial agencies and units also pay special attention to administrative reform, with the goal of helping businesses save maximum time and effort. At the Industrial Park Management Board, investment projects in Ba Ria-Vung Tau are interested in shortening the time for administrative procedures.

"Currently, all procedures at the unit have been carried out online at level 4. The Industrial Park Management Board continues to review and shorten the time for handling procedures, effectively implementing the "one-stop, on-site, connecting" mechanism to help enterprises invest in industrial parks faster and more conveniently. Many large and complicated projects, but from the time of submitting documents to the issuance of investment certificates, only takes more than 1 week," said Mr. Vo Thanh Phong, Head of the Industrial Park Management Board.

Business-centric service

Recently, at the groundbreaking ceremony of the enterprise's project, Mr. Kawaguchi, General Director of Tokuyama Vietnam Co., Ltd., thanks the provincial leaders for accompanying and supporting the enterprise in implementing the project procedures in the best way. This enterprise invested in a factory to produce a product that is the first in Vietnam. The investor has received maximum support from the province's professional agencies in matters related to technology appraisal, waste treatment facilities, environment, input materials, etc., helping the project to be put into operation on schedule.

Mr. Dang Minh Truong, member of the Founding Council and Chairman of the Board of Directors ofSun Group, said that the open investment environment, where private enterprises are facilitated to maximize their potential, and the support and dedication of the provincial government have inspired and added confidence for enterprises to boldly realize big ideas and commit to long-term investment in Ba Ria-Vung Tau.

Ba Ria - Vung Tau identified administrative reform, creating an open and favorable investment environment as the key task in directing and operating, taking people and businesses as the center of service; the satisfaction of people and businesses is the measure of quality and efficiency of government work at all levels. The province has issued a plan to shorten 35-40% of the processing time compared to the regulations of 800 procedures; providing 100% of procedures eligible to perform online public services, including more than 400 full-process procedures.

“Hopefully, the 3/2 Street urban area project that Sun Group is implementing will be the first step in beautifying the land and honoring cultural and historical values, raising the position of Ba Ria-Vung Tau on the national economic and tourism map,” Mr. Truong expected.

These are two of thousands of “thank yous” from the business community for the efforts to improve the efficiency of economic management and administrative reform of the province in recent times. More specifically, the voice of the business community has been demonstrated through the fact that important indexes such as the Provincial Competitiveness Index (PCI), the Administrative Reform Index (PAR INDEX); the Satisfaction Index (SIPAS); and the Innovation Index (PII) has all increased in rank every year and are among the top in the country.

From 2021 to present, Ba Ria-Vung Tau has always been in the top of the country and the top of the Southeast region in terms of administrative reform index. In particular, with the PCI index (assessing the quality of economic management and business environment), investors and enterprises assess that the province has become an attractive destination for potential investors thanks to its determination in mobilizing resources to build a healthy investment environment, fair competition and appropriate attraction policies.

This is clearly demonstrated, in the past 3 consecutive years, the province has always ranked high in the PCI national, ranked 4th in 2022, 6th in 2023 and 5th in 2024. In particular, businesses highly appreciate market entry procedures, time costs, fair competition, labor training, business support policies, legal institutions and security and order.

During the meetings with organizations, enterprises and investors, Mr. Nguyen Van Tho, Chairman of the Provincial People's Committee, emphasized the commitment of the provincial government to accompany and create the most favorable conditions for projects in Ba Ria-Vung Tau with the motto "good will do even better". Thereby, strongly promoting the effectiveness of a creative government, serving the people, enterprises and investors best.
