Bac Giang: Implementing new orientation on urban development

BAC GIANG - The People's Committee of Bac Giang province has just issued Official Dispatch No. 111/UBND-KTN requesting departments, branches, units and localities to focus on implementing the new orientation on urban development in the province.

Specifically, departments, branches, units and localities agree on the general policy and orientation for urban development of the province in the coming time in the direction of developing compact urban areas, urban areas with synchronous infrastructure associated with trade and service development. Prioritize the development of urban areas in the direction of ecology, smartness, modernity, creating a driving force to promote the development of logistics services, science and technology, innovation, digital transformation, trade economy , night economy, etc.

Agencies, units and localities actively propagate, publicly and transparently inform the province's policies so that investors, businesses and people understand, share and agree with the new policies and orientations on urban development of the province. Proactively review and specifically evaluate the contents of consultation and implementation proposals to ensure compliance with legal regulations and in accordance with the new orientations on urban development of the province.

For urban, residential, and housing projects that have selected investors and are being implemented, localities shall preside over and coordinate with investors to develop plans and detailed implementation schedules for each project to ensure clear identification of people, tasks, and time until the entire project is completed. Closely follow the project implementation plan and schedule, regularly direct, inspect, urge, promptly remove obstacles, and be determined to strive to complete the works and projects as soon as possible and put them into operation to avoid waste.

Strictly handle according to authority or recommend to competent authorities investors of urban area, residential area and housing projects who commit violations during project implementation or are not proactive, deliberately delay and slow down project progress.

The Department of Agriculture and Environment is assigned to coordinate and support localities to promptly resolve difficulties and problems arising in compensation, site clearance, land allocation, land lease and other contents within the scope of state management functions and tasks of the sector; propose to handle the responsibilities of irresponsible organizations and individuals that affect the progress of project implementation.

For newly implemented projects in Bac Giang city, Viet Yen town, Hiep Hoa district, the Provincial People's Committee requested that these localities temporarily suspend the approval of investment policies for new urban area projects with the main proportion of subdivision and sale of land. At the same time, review and propose specific spatial axes, oriented areas to focus on developing compact urban areas and service urban areas according to the new orientation and propose a list of priority investment projects.

For new projects in Lang Giang, Luc Nam, Tan Yen districts, the People's Committees of these districts need to review the whole project and propose a list of projects to be implemented. Prioritize projects with new orientations, invest in synchronous and modern infrastructure, creating a real driving force to promote the development of service and trade sectors for the whole region.

For new projects implemented in Chu town, Yen The, Luc Ngan, Son Dong districts, the People's Committee of Chu town and Yen The, Luc Ngan, Son Dong districts review and propose a list of residential area projects, urban areas, housing areas that need to attract investment in accordance with the provincial planning and construction planning, housing development programs and plans, land use planning and plans... in accordance with the provisions of law.

The Provincial People's Committee assigned the Department of Construction to compile a detailed list of approved detailed planning projects for urban areas, residential areas, and housing areas from funding sources in the province. Based on the request of localities, preside over and coordinate with sectors and localities to synthesize, review, and advise on the list of priority land plots and projects and implementation plans in accordance with the new orientation and ensure the provisions of law.
