Therefore, according to the Resolution of the Provincial People's Council on the reorganization of commune-level administrative units in Bac Kan province in 2025 and the Project on the reorganization of commune-level administrative units in Bac Kan province in 2025, from the current 108 communes, wards, and towns, Bac Kan province will reorganize them into 37 commune-level administrative units (including 35 communes and 2 wards), reducing the number of commune-level administrative units by 71 (a reduction of 65.74%) compared to the present. Of these, 1 commune-level administrative unit will be established based on the existing structure, 7 units will be formed by merging 2 communes, 23 units by merging 3 communes, and 6 units by merging 4 communes.
With the goal of building a government that is closer to the people, more responsive to their needs, and better serves the people, the plan also ensures the creation of new development space and opportunities for localities. For example, the decision to establish Bach Thong commune by merging Dong Thang commune (Cho Don district), Duong Phong commune, and Quang Thuan commune (Bach Thong district), with the headquarters located in Duong Phong commune before the reorganization, is a case in point. This reorganization is not confined within a single district but extends to adjacent localities with convenient transportation connections, leveraging potential and advantages, and expanding the development space of the localities.
Similarly, the Provincial People's Council unanimously approved the plan to establish Phong Quang commune by merging Duong Quang commune (Bac Kan city) and Don Phong commune (Bach Thong district). The plan took into account historical, traditional, cultural, and ethnic similarities. The merged locality has a geographical location with convenient transportation connections, and Nam Cat Lake serves as the central area for both communes. The merger aims to create a space for the development of ecotourism associated with Nam Cat Lake, creating momentum to attract investment and develop tourism in the future, contributing to socio-economic development and increasing the income of people in the two merged communes.
To create space for development, the Provincial People's Council Resolution on the reorganization of commune-level administrative units in Bac Kan province in 2025 approved the plan to merge several communes to expand the development potential of the locality. For example, in Pac Nam district, Bang Thanh commune was established by merging four communes: Bang Thanh, Boc Bo, Nhan Mon, and Giao Hieu. As a mountainous and disadvantaged area, the merger of four communes with adjacent geographical locations will ensure convenient transportation connections, maximize potential and advantages, and expand the development space of the locality. Currently, the center of Boc Bo commune, chosen as the center of Bang Thanh commune after the reorganization, has been invested in with synchronized infrastructure and convenient transportation routes connecting with the remaining units, which will help people easily conduct transactions with the local government.
Besides Bang Thanh commune, which was established by merging four communes, the province also has five other administrative units formed from the merger of four communes: Bac Kan ward, formed by merging Song Cau ward, Phung Chi Kien ward, Nong Thuong commune, and Xuat Hoa ward; Dong Phuc commune, formed by merging Quang Khe, Hoang Tri, Dong Phuc, and Bang Phuc communes; Cho Don commune, formed by merging Ngoc Phai, Phuong Vien communes, Bang Lung town, and Bang Lang commune; Cam Giang commune, formed by merging Quan Ha, Cam Giang, Nguyen Phuc, and My Thanh communes; and Phu Thong commune, formed by merging Vi Huong commune, Phu Thong town, Tan Tu, and Luc Binh communes.
To expand its area and maximize its potential and advantages, Bac Kan established Ba Be commune by merging Cao Thuong, Nam Mau, and Khang Ninh communes. Inheriting the history and tradition of the district's administrative name, the name Ba Be was chosen with the people's consent because Ba Be Lake lies entirely within the territory of the three communes of Cao Thuong, Khang Ninh, and Nam Mau. Retaining the name Ba Be serves as a brand for tourism development, as Ba Be Lake is already famous domestically and internationally.
Ba Be commune was established by merging Cao Thuong commune, Nam Mau commune, and Khang Ninh commune.
This will expand the potential and strengths of the province's tourism development.
In the administrative reorganization, the province also took into account specific factors, such as the establishment of Thuong Quan commune (Ngan Son district), which was based on maintaining the status quo of Thuong Quan commune due to its isolated location and the difficulty in organizing convenient transportation connections with adjacent administrative units. Both its natural area and population size exceeded the prescribed standards, with the area reaching 155% and the population reaching 300% of the standard. It is a poor commune with a large area, fragmented terrain, and difficult transportation; the furthest village from the commune center is Slam Cooc, located 80 km away. Therefore, when implementing the reorganization, the province calculated that maintaining the status quo would promote socio-economic development and ensure national defense, political security, and social order and safety in the area.
Based on the current state of administrative organization in the province and the implementation of directives from the Central Government, the reorganization of commune-level administrative units in Bac Kan province is being carried out to contribute to streamlining the organization and apparatus, reducing the number of administrative units, reducing staffing levels, improving the efficiency of socio-economic investment, enhancing the effectiveness and efficiency of the political system, creating conditions for effectively exploiting existing potential and advantages, economic strengths, and ensuring harmonious and sustainable development in the future.
Immediately after the Provincial People's Council unanimously approved the Resolution on the policy of rearranging commune-level administrative units in Bac Kan province in 2025, the Chairwoman of the Provincial People's Council, Phuong Thi Thanh, requested the Provincial People's Committee to complete the relevant documents on the rearrangement of commune-level administrative units and submit them to the competent authority, ensuring the progress is in accordance with regulations. She also requested proactive implementation of the plan and arrangements regarding organizational structure, personnel management, and asset management and disposal in accordance with regulations.
According to the plan, the People's Committee of Bac Kan province will submit the report to the Ministry of Interior for appraisal and compilation, then present it to the Government for submission to the Standing Committee of the National Assembly for consideration and decision, and approve the resolution on the rearrangement of commune-level administrative units in the province before June 30, 2025.
