However, along with the rapid socio -economic development and urbanization following the merger, the amount of daily household waste generated and the volume of accumulated waste over many years continue to increase.
In addition, there is still a problem of people littering in unauthorized places; some organizations and individuals engage in illegal dumping and burying of waste during construction, production, and business activities, posing a potential risk of environmental pollution and long-term impact on public health.
Accordingly, the Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to take the lead in advising and inspecting the implementation of the Plan for collecting, transporting, and treating solid household waste for the period 2025-2027; to continue urging the handling of accumulated waste, reviewing the responsibilities of localities, and preventing prolonged pollution; and to guide and streamline environmental permit procedures for areas receiving and treating waste.
The Department of Construction reviews and plans areas for collecting, receiving, and processing construction waste in accordance with the overall plan; advises on the issuance of regulations on the collection, transportation, and processing of construction waste; and publicly announces the list of receiving points and qualified units.
Strengthen inspection and supervision of construction activities, strictly handle illegal dumping, burning, and burial; in cases showing signs of criminal violations, transfer to the investigating agency for handling according to regulations.
The Provincial People's Committee has assigned the Department of Finance to study mechanisms for the socialization of investment in waste treatment infrastructure and to establish appropriate treatment prices to limit illegal waste dumping; at the same time, it has requested the Provincial Inspectorate, the Department of Justice, the tax authorities, and the Provincial Police to strengthen inspections, checks, and handling of violations in the fields of construction, waste management, and environmental protection.
The People's Committees of communes and wards should intensify propaganda and guidance for people to properly sort, collect, and dispose of waste; regularly organize environmental sanitation campaigns, dredge drainage systems, and treat waste in residential areas and public spaces. Waste collection, transportation, and treatment units must allocate sufficient resources to ensure timely collection, prevent accumulation, and treat waste according to proper technological processes to avoid secondary pollution.
In addition, the Provincial People's Committee requested the Provincial Committee of the Vietnam Fatherland Front to continue promoting its role in mobilizing members and the people to actively participate in environmental protection movements and building a civilized lifestyle, contributing to the formation of habits of sorting, collecting, and disposing of waste according to regulations right from the community level.
