Bac Yen is ready to enter the new school year

Bac Yen is a highland commune established on the basis of merging Bac Yen town and Phieng Ban, Hong Ngai, Song Pe communes, with 10 schools. Of which, there are 4 kindergartens; 2 primary schools; 2 secondary schools and 2 inter-level primary and secondary schools, with 348 teachers; 8 schools have met national standards level 1 or 2. In the 2025-2026 school year, the whole commune is expected to have 5,172 students, with 187 classrooms.

Immediately after receiving the schools under the commune People's Committee under the 2-level local government model, Bac Yen commune issued a decision to rename the schools, develop working regulations, register seals and budget codes; re-appoint management staff, review the teaching staff, and provide political training for 100% of education officials and civil servants during the summer.

Mr. Nham Quyet Thang, Chairman of the Commune People's Committee, affirmed: Since the schools became the direct budgeting units of the Commune People's Committee, financial procedures, purchasing, and repairing have been shortened; salaries and benefits for teachers and staff are disbursed before the 15th of each month. The Commune People's Committee has proactively coordinated the budget, handled incidents, and supported schools; completed 6 repair and maintenance projects worth more than 9 billion VND; prepared boarding areas, kitchens, and clean water for students in remote areas. Along with that, the policy of supporting poor and boarding students has been fully implemented; the work of mobilizing students who have dropped out of school to return to class has been deployed synchronously...

At Hoa Ban Kindergarten, teachers are urgently arranging new tables and chairs, re-hanging maps and pictures, and rearranging the life skills learning corner for students. In 2025, the school will be recognized as meeting National Standards Level 2. Ms. Hoang Thi Nga, Principal of the school, said: In the 2025-2026 school year, the school will welcome nearly 400 children. With the attention of all levels, sectors, and localities, the school has been invested in new tables and chairs; classrooms have been redecorated; and learning materials have been added. Up to now, the school has basically completed preparations and is ready to enter the new school year.

This year, Hong Ngai Primary and Secondary Boarding School has invested nearly 6 billion VND to renovate 2 central schools. To date, over 50% of the project has been completed. Teacher Kieu Xuan Lap, Principal of the school, said: Entering the new school year, the school has 36 classes and welcomes nearly 1,100 students. Up to this point, the school is reviewing the facilities and equipment for boarding and sending staff to participate in training on food hygiene and safety knowledge; checking the health of the cooking staff to ensure compliance with regulations. In the 2025-2026 school year, Bac Yen commune aims to mobilize 99.6% of preschool children and 99.1% of children to enter grade 1. In the next 3-5 years, the commune aims to manage education more conveniently, reduce administrative procedures, accelerate investment in boarding infrastructure and auxiliary works, and ensure timely policies so that "teachers can teach with peace of mind and students can study with peace of mind".

However, in the preparation for the new school year in Bac Yen, there are still difficulties and obstacles in the transition period, because Decree No. 142/2025/ND-CP of the Government has been issued but there is no specific circular guiding the functions and tasks of the specialized agency (Department of Culture - Society ) in the field of education, causing confusion in some stages such as recruiting education officials. In addition, some repair projects cannot start construction because they have to complete the procedures for selecting contractors after changing investors.

Ms. Nguyen Thu Trang, Deputy Head of the Department of Culture and Society, said: Currently, education career officers are assigned 352 positions, and are implementing 348 positions. Although there are 4 positions short of the norm, we have arranged them reasonably so as not to affect teaching. The top priority is the first grade classes and special subjects that require specialized teachers.

Despite many difficulties, with the active initiative of local authorities and schools, and the support of parents and students, schools in Bac Yen commune are ready to enter the new school year 2025-2026.
