The above information was stated by a representative of the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) at a press conference on the socio -economic situation of Ho Chi Minh City on the afternoon of September 18.

Specifically, key projects invested by the unit are falling into a state of prolonged delays, with some projects still not being completed after nearly 10 years.

Regarding the My Thuy intersection project, according to the Ho Chi Minh City Department of Transport, the main reason is the land clearance problem. Compensation costs increased sharply from VND504 billion to VND1,624 billion due to fluctuations in land prices, forcing the project to adjust its public investment policy.

It is worth noting that since 2024, the land has been handed over in a “leopard-skin” style, making it impossible for contractors to implement simultaneously. In addition, changes in legal regulations on construction, bidding and land also make investors have to wait for instructions from departments and branches.

The Traffic Department said it is coordinating with local authorities to mobilize people to hand over the site, and at the same time requesting the contractor to deploy many construction teams to open the overpass branch to traffic on April 30, 2026.

Regarding the project to upgrade and expand Luong Dinh Cua Street, according to the Traffic Department, this is considered a typical example of delays due to site clearance. Specifically, the section from Tran Nao to Nguyen Hoang will only be handed over to the last household by the end of October 2024, after which the technical infrastructure can be relocated and completed in October 2025.

Meanwhile, the section from Nguyen Hoang to Mai Chi Tho has been constructed for 1/3 of the road surface since 2019 but has had to be temporarily halted due to the lack of land for 22,000m2 of the An Phu Urban Area project. This area overlaps with the An Phu intersection project, so the Ho Chi Minh City People's Committee is directing strongly, striving to hand over the land before February 28, 2026 and complete the entire route by September 2026.

With the project to expand National Highway 50 through the old Binh Chanh district, construction work is being carried out in parallel with the handover of the site. To date, the entire project has reached about 80% of the volume. The Traffic Department aims to basically complete and open to traffic by the end of 2025 if the problems with the remaining 4 households and technical infrastructure are resolved soon.

The representative of the Traffic Department affirmed that in order to speed up the progress of the projects, the unit is actively coordinating with the Compensation Department, local authorities and related units to remove difficulties, and at the same time continuously urging contractors to take advantage of construction on the handed-over land area, ensuring the project is completed on schedule.
