The workshop "Green Transformation and Industrial Investment Attraction Strategy" recently held in Hue city, emphasized the importance of green and sustainable industrial development and positioned Hue as a pioneering heritage city in green transformation, attracting high-tech investment.
PGA. Dr. Tran Dinh Thien, former Director of the Vietnam Economic Institute, affirmed that green transformation is no longer an option but a "vital factor" for every locality and country. He emphasized that Vietnam's biggest challenge is to transform the economy from "brown" to "green" when 96% of enterprises are small and medium-sized, posing a problem of capital resources.

However, Mr. Thien also pointed out advantages such as strong political commitment to green development, national consensus, specific policies and action programs, and many large-scale initiatives.
For Hue, he suggested that it is necessary to establish a green development strategy at the right level, introduce new investment attraction policies and boldly change inappropriate policy systems.
To take the lead, Hue should creatively apply the "four-pillar resolution" framework and pilot the "self-doing, self-determining, self-responsible" mechanism to proactively use resources.

Associate Professor Dr. Truong Tan Quan, Principal of the University of Economics, Hue University, commented that Hue has a solid foundation for industrial development associated with green tourism, services and circular economy.
He proposed that the city focus on attracting investment in five key areas: clean and renewable energy; agricultural, forestry and fishery processing; environmental infrastructure and waste treatment; social infrastructure and green tourism.
Ms. Vuong Thi Minh Hieu, Deputy Director of the Foreign Investment Department, Ministry of Finance, recommended that Hue needs to reposition its strategy and develop a set of criteria to attract green investment, emphasizing that "the era of attracting businesses at all costs is no longer, but must prioritize choosing green development models".

Mr. Phan Quy Phuong, Vice Chairman of Hue City People's Committee, affirmed that Hue cannot only rely on traditional strengths but needs to strongly transform in the industrial sector.
According to him, this is a "golden opportunity" to reshape the future, sustainable development based on green and smart industrial models is the only way to both develop the economy and preserve the cultural and environmental values of the ancient capital. City leaders are committed to creating all favorable conditions to attract investment projects in the green industry.
