On the afternoon of November 8, the State Steering Committee for important national projects and works, key to the transport sector held its 21st meeting chaired by Comrade Pham Minh Chinh - Politburo member, Prime Minister, Head of the Steering Committee.
Also attending were comrade Tran Hong Ha - Member of the Party Central Committee, Deputy Prime Minister , and leaders of central ministries and branches. The meeting was connected online to 26 provinces and cities with key projects passing through.
At Nghe An bridge, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting at the headquarters of the Provincial People's Committee.

The National Assembly is expected to review and approve the investment policy in December 2025.
Currently, out of a total of 120 projects under the direction of the Steering Committee, in 30 provinces and cities, in the fields of roads, aviation and seaports, 19 road projects and 1 airport project have been completed and put into operation.
Regarding the national key traffic project in Nghe An, as the investor, Chairman of the Provincial People's Committee Le Hong Vinh reported to the Prime Minister and Deputy Prime Ministers on the progress of the Vinh - Thanh Thuy Expressway Project.

The province has closely coordinated with relevant ministries and branches to submit project documents and the State Appraisal Council has completed the appraisal, with a report dated November 5, 2025 on the appraisal results of the Pre-Feasibility Study Report submitted to the Government for approval to submit to the National Assembly for consideration and decision on investment policy.
Regarding field work, the Chairman of Nghe An Provincial People's Committee said: The province has proactively reviewed all contents related to the project, including the optimal route plan, site clearance, affected land area, number of affected households, resettlement plan, and inventory of assets and constructions within the project scope...
On that basis, the province has made preliminary calculations on the volume of site clearance, construction costs and overall implementation plan, to ensure implementation immediately after the investment policy is approved.
According to preliminary statistics, the project affects about 231 households; of which, 204 households are affected in terms of housing and 189 households need to be resettled. The province plans to arrange 9 resettlement areas.
Localities with expressways passing through have established Steering Committees and Compensation and Site Clearance Councils to carefully review the current situation and prepare detailed plans, ready to implement as soon as an investment policy decision is made.

Previously, Deputy Prime Minister Tran Hong Ha signed Decision No. 2073/QD-TTg dated September 17, 2025, establishing the State Appraisal Council, chaired by the Minister of Finance, to appraise the project's pre-feasibility study report. The Council includes leaders of the Ministries of Construction, National Defense, Public Security, Agriculture and Environment, Science and Technology, Industry and Trade, Justice, Foreign Affairs and leaders of the People's Committee of Nghe An province.
The Vinh - Thanh Thuy Expressway Project has its starting point at Km0+000, intersecting with the North - South Expressway in the East, Dien Chau - Bai Vot section, at Hung Tay intersection (Hung Nguyen commune, Nghe An province); the end point connects to Thanh Thuy Border Gate Economic Zone, the Thanh Thuy - Nam On Border Gate area.

The route is about 60 km long, with a preliminary total investment of about 23,950 billion VND, passing through 9 communes: Hung Nguyen, Kim Lien, Dai Hue, Van An, Nam Dan, Xuan Lam, Hoa Quan, Son Lam and Kim Bang. When completed, this expressway will be an important section of the Hanoi - Vientiane expressway.
According to the plan, the National Assembly will consider and approve the investment policy in December 2025; approve the Feasibility Study Report in May 2026; approve the technical design documents in August 2026; and start construction from September 2026. Site clearance will be implemented after the investment policy is approved (December 2025) and is expected to be completed in the third quarter of 2027.
Early completion of collecting opinions from Government members on Vinh - Thanh Thuy Expressway Project
In his concluding remarks, Prime Minister Pham Minh Chinh expressed his confidence that over 3,000 km of expressways and about 1,700 km of coastal roads will be completed, exceeding the targets set by the 13th National Party Congress.
On December 19, the expressway connecting Cao Bang to Ca Mau will be officially inaugurated, marking an important step forward in the development of national transport infrastructure, welcoming the 14th National Congress of the Party.

Regarding important national projects and works, key to the transport sector, the head of the Government requested ministries, branches, localities, contractors and consultants to concentrate all their efforts, proactively implement with high determination, great effort and drastic action. Each job must be done thoroughly and completely. In the assignment, it is necessary to clearly identify the person, the work, the authority, the responsibility, the product and the completion time.
The guiding spirit throughout is "only work, no retreat", "turn nothing into something, turn difficult into easy, turn the impossible into possible" for the Fatherland, for the people, for the development of the country.

At the construction site, the Prime Minister emphasized the working spirit of "braving the sun, overcoming the rain, not losing to storms; if the day is not enough, then work at night, work day, work night and work on extra days off".
Any problems, from sand and gravel to site clearance or other technical difficulties, must be proposed and resolved immediately, without waiting for the Steering Committee meeting to report. Any problems must be resolved within the scope of authority; if beyond the authority, report to higher levels.

On that basis, the Prime Minister directed the implementation of specific tasks for projects in the list of important national works and projects, key to the transport sector.
Regarding the Vinh - Thanh Thuy Expressway Project, the project has been reported for appraisal by the State Appraisal Council, the Government Office is seeking opinions from Government members, the Prime Minister requested Government members to send their opinions soon and report according to regulations, and submit to the National Assembly at the 10th Session of the 15th National Assembly.
