Issue and update supplementary plans to implement the VIII Power Development Plan.

At the conference, the leaders of the Ministry of Industry and Trade reported on the results of reviewing a number of projects removed from Decision No. 262 dated April 1, 2024 of the Prime Minister because they are under inspection and investigation, awaiting the final conclusion of competent authorities. The power source projects have not been approved for planning, and are currently proposed by localities to be included in the Implementation Plan of the Power Plan VIII, but overlap with the mineral planning.

The Ministry of Industry and Trade has analyzed and reported specifically on current regulations related to mineral management and project implementation in national mineral reserve areas. Accordingly, problems related to mineral overlap of projects proposed by localities are still basically oriented to be considered and resolved according to current legal regulations.

At the same time, localities proposed to add a number of hydropower, thermal power, wind power, and solar power projects to the implementation plan of the VIII Power Development Plan, ensuring consistency between regions, avoiding overload in power transmission, wasting social resources, being consistent with the development orientation, promoting the potential and advantages of each locality, contributing to ensuring national energy security.

In recent times, Tuyen Quang province has been making efforts to attract projects in line with the above-mentioned Plans to develop the local economy and society, especially renewable energy projects. However, in the Plan to implement the National Power Development Plan for the period 2021-2030, with a vision to 2050 approved by the Prime Minister, Tuyen Quang province is only allocated 28 MW of hydropower projects and 50 MW of biomass power projects, with such an allocation volume not fully exploiting the potential and advantages of the province.

Therefore, the province proposes that the Government and the Ministry of Industry and Trade consider adding investment to the Tuyen Quang Hydropower Plant Expansion Project, with a capacity of 120 MW; adding the Tuyen Quang Biomass Power Project (phase 2), with a capacity of 50 MW; considering, adjusting, and replacing the Phu Tho Low Head Hydropower Plant, with a capacity of 105 MW, with the Song Lo 9 Hydropower Project, with a capacity of 75 MW, implemented in Tuyen Quang province and a number of small hydropower projects, with a total capacity of 30.9 MW in the province, into the plan to implement the VIII Power Plan.

Concluding the conference, Deputy Prime Minister Tran Hong Ha requested ministries, branches and localities to review projects and adjust criteria in the Power Plan VIII to comply with legal regulations in construction and implementation. Localities need to clearly state difficulties and obstacles in implementing power projects in the area to jointly resolve them and create favorable conditions for power source projects to be implemented in the coming time...
