High political determination in digital transformation campaign
According to the report of Ung Hoa Commune People's Committee, digital transformation is not only a trend, but also a driving force for socio -economic development, administrative reform and effective service to people and businesses. Recognizing that importance, the Party Executive Committee of the commune has made digital transformation one of the three strategic breakthroughs in the current term. The commune has developed specific targets and clear action plans to comprehensively implement digital transformation on all three pillars: Digital Government, Digital Economy and Digital Society.
In recent times, the commune has organized many campaigns to disseminate information about digital transformation to each village and hamlet. Community digital transformation teams have been established, with the task of supporting people in installing and using online public services, providing instructions on cashless payments, and exploiting electronic administrative applications, etc.
However, according to Chairman of Ung Hoa Commune People's Committee Nguyen Duc Binh, Ung Hoa Commune is also facing many challenges. The local information technology infrastructure has not been fully equipped according to security standards. The internal network system is still simple and lacks connectivity; specialized software operates separately, mainly on single computers, making it difficult to integrate and connect data. Human resources for digital transformation are still lacking and weak; training and coaching of digital skills for grassroots officials and people has not been widely implemented.
“Not everyone understands the role of digital transformation in local management and development. Some officials still consider this the task of the information technology department, instead of a tool to support operations and serve the people. We are working hard to change that mindset,” said Nguyen Duc Binh.

People and data centric

The commune level government is the place that directly provides public services, contacts and serves people every day. Building "correct - sufficient - clean - alive" population data is an important foundation of digital government. A model like Ung Hoa commune with the motto "Digital education for the masses" is the right direction: Taking people as the center, data as the foundation and technology as the service tool.
With high determination, Ung Hoa commune is gradually applying digital transformation to all means of life. According to Ung Hoa commune Party Secretary Nguyen Tien Thiet, digital transformation is a breakthrough task, decisive in the process of building a commune that develops towards prosperity, identity, green, smart and sustainable. Only with the consensus and high determination of the entire political system and the active participation of the people, can digital transformation be successful and go into depth and substance.
To realize that determination, the Party Committee of Ung Hoa commune has issued four important thematic resolutions, both frankly acknowledging the limitations and clearly establishing goals, tasks and assigning specific tasks to each level and each sector.
Firstly, put people at the center of digital transformation. Promote the movement of "Digital Education for All", raise awareness and digital skills for cadres, party members, union members, association members and people. Artificial intelligence (AI) technology and essential digital platforms, such as: VNeID, iHanoi are focused on and widely deployed.
Second, building a data infrastructure is identified as a core task. Every cadre, party member, household and organization must be responsible for collecting, updating and using “correct - sufficient - clean - alive” data. The commune focuses on building a digital copy and an internal operating system on a comprehensive digital platform.
Third, invest in infrastructure and resources to serve digital transformation. The commune vigorously implemented the "45-day and night campaign" according to Directive No. 11 of the City People's Committee, at the same time built a technical system to serve digitalization, upgraded facilities at "Digital Education for the People" points, and deployed a mobile public service model, aiming to bring digital services closer to the people.
Fourth, clearly assign responsibilities among forces in the local political system. The Commune People's Committee arranges facilities, deploys mobile public service points and supports the disadvantaged in accessing digital transformation. Specialized departments review, update and standardize data; coordinate the operation of digital copies and internal operating systems; organize digital skills training for officials. The Vietnam Fatherland Front Committee and mass organizations strengthen propaganda and mobilize members to participate in digital transformation, closely coordinate with community technology groups. Schools organize digital citizenship skills education, open digital skills classes for students and parents. Village chiefs and Youth Union secretaries guide people in using online public services, actively mobilize people to participate in digitizing population information and public services.
With high political determination, synchronous solutions and the participation of the entire political system, Ung Hoa commune is gradually realizing the goals of digital transformation in the locality.
