Organizing Vietnam Book and Reading Culture Day will contribute to implementing the Party and State's guidelines and policies on developing reading culture; implementing the Resolution of the 13th National Party Congress on building and promoting cultural values and the strength of Vietnamese people. Affirming the position, role and importance of books in improving knowledge, skills, developing thinking, educating and training human personality; encouraging and developing the reading movement, creating a favorable reading environment, building reading habits in families, schools, agencies, organizations and communities; discovering and honoring organizations and individuals who have contributed to the development of books and reading culture in the community.
Through the organization, it will enhance the responsibility of leaders in building and developing a reading culture in agencies and units under the Ministry of Culture, Sports and Tourism; at the same time, spread the reading culture widely among civil servants, public employees and workers of the Ministry of Culture, Sports and Tourism in particular and in the whole industry in general, contributing to building a system of cultural values and standards for Vietnamese people.

According to the Plan, agencies and units under the Ministry of Culture, Sports and Tourism will organize activities to celebrate the 3rd Vietnam Book and Reading Culture Day in 2024 in conjunction with specialized activities or integrated with events and political and spiritual activities of the agency or unit; hang banners and slogans to celebrate the 3rd Vietnam Book and Reading Culture Day in 2024 at the headquarters or communicate on the electronic news pages of the agency or unit.
The organization's content includes: Propagating the value and meaning of Vietnam Book and Reading Culture Day associated with developing reading culture in the community, associated with the message: "Good books need readers", "Precious books for friends", "Give good books - Buy real books", "Good books: Eyes read - Ears listen"; Organizing events, Book and Reading Culture Festival with activities: propagating and introducing books, telling stories and following books, drawing pictures according to books, arranging books artistically, exchanging, discussing books and reading culture, honoring readers, creators, librarians, preserving, collecting, promoting books and contributing to developing reading culture, organizing spaces to introduce books of publishers, distribution units, signing books, donating, supporting and giving books, exchanging old books - for new books, organizing reading promotion activities, instructing methods and skills of reading, developing skills of searching, exploiting and using information...; Organize seminars, discussions, exchange knowledge about reading trends, share information about how to use technology and digital platforms...; Organize online book clubs, create online book groups to discuss works through online platforms such as Zoom, Skype, Google Meet...; Organize communication activities about Vietnam Book Day and Reading Culture, about the value of books and reading;...
The organization period starts from March 16 to the end of April 2024. The focus is from April 15 to April 21, 2024.
Agencies and units under the Ministry shall, based on actual conditions, organize activities to celebrate the 3rd Vietnam Book and Reading Culture Day in 2024 of their agencies and units at appropriate times and locations.
