BHG - On April 20, the Propaganda and Mass Mobilization Committee of Tuyen Quang and Ha Giang Provincial Party Committees held a conference to discuss and agree on a plan to merge agencies after merging provincial administrative units.

The Propaganda and Mass Mobilization Committee of Tuyen Quang and Ha Giang Provincial Party Committees agreed on the merger plan.

The conference was chaired by comrades: Nong Thi Bich Hue, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, Head of the Provincial People's Council's Culture and Social Affairs Commission and comrade Tran Manh Loi, member of the Provincial Party Standing Committee, Head of the Ha Giang Provincial Party Committee's Propaganda and Mass Mobilization Commission.

The conference approved the Decision to establish a Working Group to assist in developing the Unification Plan; Plan to develop and implement the Unification Plan; Plan to merge the Propaganda and Mass Mobilization Committee of Tuyen Quang Provincial Party Committee and the Propaganda and Mass Mobilization Committee of Ha Giang Provincial Party Committee; Notice of assignment of tasks to members of Working Group No. 4 of the Steering Committee for merging administrative units of Tuyen Quang and Ha Giang provinces on propaganda work.

Leaders of the Propaganda and Mass Mobilization Department of Tuyen Quang and Ha Giang Provincial Party Committees signed the Merger Plan.

The two sides discussed the draft merger plan, based on a thorough assessment of the current organizational structure, staff, functions and tasks of each unit. In the spirit of solidarity, openness and responsibility, the delegates contributed many valid opinions, reaching a high level of consensus on the organizational model, personnel orientation, roadmap and implementation methods.

One of the principles that is particularly emphasized is to ensure that the leadership, direction and implementation of political tasks of the two Committees take place smoothly and without interruption during the transition; the arrangement of staff to perform tasks in Ha Giang area is appropriate to ensure the specificity of professional tasks in a timely manner, reducing difficulties in moving to the area; and the digitization of documents to ensure convenience for the merger.

Speaking at the conference, Head of the Propaganda and Mass Mobilization Department of Ha Giang Provincial Party Committee Tran Manh Loi and Head of the Propaganda and Mass Mobilization Department of Tuyen Quang Provincial Party Committee Nong Thi Bich Hue both emphasized: Tuyen Quang and Ha Giang have many similarities in history, culture, customs and practices, and have a long-standing tradition of solidarity.

The merger is not only a requirement for organizational structure but also an opportunity to maximize the potential of the two provinces, creating new strength in propaganda and political and ideological education. The two comrades expressed their basic agreement with the merger plan.

In developing the consolidation plan, it is necessary to pay attention to arranging and assigning staff to suit both their expertise and family circumstances. The comrades also said that this is the right time to streamline the apparatus, improve the quality of propaganda and mass mobilization work, especially in the period of new development requirements, requiring close and synchronous coordination from the grassroots to the provincial level.
