This was one of the topics discussed in the series of seminars titled "Public Policy Analysis Practice for Journalists - From Theory to Practice," organized by the Institute for Policy and Media Development Research (IPS) in Hanoi on August 27 and 28.
Mr. Nguyen Quang Dong, Director of the Institute for Policy and Media Development Research (IPS), said this was an opportunity for IPS and journalists to discuss and systematize more aspects of public policy practice. During their work on policy-related issues, IPS has observed that journalists sometimes face difficulties in analyzing and reporting.

Reporters discussed key policy-related keywords, such as impact, legal framework for enforcement, feasibility, effectiveness, impact assessment, etc.
Using the example of policies related to the beer and liquor market, Mr. Dong analyzed that there would be policies for producers, distributors, and consumers, along with promotional measures... However, in reality, policies need to balance the material interests of all parties, ensuring economic and social development.

Based on the above prompt, the speakers from IPS summarized information about the tools the State uses to address policy issues, when an issue becomes a policy issue. In addition, they discussed the relationship between policy and law, stakeholders in impact assessment and policy advocacy. Specifically, they addressed who is affected by a policy, how impact assessment is conducted, and who is involved in the policy process.
The program also discussed reporting, writing policy-related articles, and researching documents. Reporters were encouraged to learn about policies related to digital infrastructure, transportation infrastructure, energy infrastructure, and more.
Established in 2017, the Institute for Policy and Media Development (IPS) focuses on policy areas related to digital technology . Its two main program groups relate to digital transformation in the public sector and policies for developing the digital economy.
Over the years, IPS has organized approximately 7 training courses and policy discussions for journalists from various provinces and cities, with a total of over 200 participants.
