How is the new salary of school accountants from 1/7/2024 calculated?

According to current regulations, school staff salaries are calculated according to the formula: Monthly salary = Coefficient x Basic salary.

From July 1, the basic salary will be increased to 2.34 million VND/month according to the Government 's proposal. Thus, the salary table for school staff will also have many changes.

Specifically, the salary of school staff in general and accounting staff in particular increases by about 30% per month.

Pursuant to Article 24 of Circular 29/2022/TT-BTC, the accounting civil servant ranks are subject to the professional salary scale for cadres and civil servants in State agencies (Table 2) issued with Decree No. 204/2004/ND-CP:

Senior Accountant: Receive civil servant salary A3, group 2 (A3.2) with salary coefficient from 5.75 to 7.55.

Chief Accountant: Receives civil servant salary A2, group 2 (A2.2) with salary coefficient from 4.0 to 6.38.

Accountant: Receive civil servant salary A1, with salary coefficient from 2.34 to 4.98.

Intermediate accountant: Receive civil servant salary A0, with salary coefficient from 2.1 to 4.89.

With the above coefficient, the new salary table for school accountants from July 1, 2024 will be the highest at 17,667,000 VND and the lowest at 4,914,000 VND. In addition, from 2025 onwards, the salary will continue to be adjusted to increase by an average of 7%/year for school accountants until the lowest salary is equal to or higher than the lowest salary in region I of the business sector.

By the end of 2023, the Ministry of Education and Training said that nationwide there were about 150,000 civil servants working in support and service jobs in schools. Of these, there were more than 37,800 accountants, over 32,100 medical staff, over 35,100 librarians, nearly 32,300 laboratory equipment staff, more than 13,600 information technology staff, secretaries, treasurers, education staff, and support for people with disabilities.

Sharing with the reporter of Dan Viet newspaper, a school accountant said that he is currently receiving an accountant's salary with an income of about 8 million VND. The work of an accountant is a lot, the responsibility is high but the income is too low, so he feels sad every time he calculates the income for the teaching staff in the school, who receive many allowances each month.

"The salary regime for school accounting departments is not commensurate with the volume and nature of work. Even though they are accountants, if they work in administrative agencies at the commune/district level, they receive a 25% public service allowance, but school accountants do not.

Currently, there is a regulation that the responsibility allowance of chief accountants of units is equal to 0.1 of the basic salary. Since July, the Government has decided to increase the basic salary from 1,800,000 VND to 2,340,000 VND, which is a good sign. However, to make a living with this profession, we need other allowances. We hope that the salary will increase to stabilize our lives," this person shared.

Previously, the Ministry of Education and Training realized that school staff faced many difficulties. In order to help school staff increase their income, stabilize their lives, and feel secure at work, the Ministry requested the Ministry of Home Affairs to study and review school staff salaries when implementing the new salary policy according to Resolution 27.

In particular, it is proposed that school staff receive a preferential allowance of 25% because this is the lowest preferential allowance that managers and teachers are currently receiving and is also the public service allowance that civil servants are currently receiving. At the same time, when newly recruited, after completing the internship, school staff are appointed and ranked at level 2 in the salary scale of the corresponding civil servant category.
